The CPDB Construction and Audit Services Office is seeking an energetic and highly analytical individual to support the planning, development, implementation, and evaluation/audit of construction management program delivery strategies and contract administration practices to improve program effectiveness and accountability.

**What can I expect to do in this role?**: In this position, you will be responsible for the following:

- Identifying, investigating evaluating and providing recommendations regarding the potential impacts of innovative and new contract models, initiatives and oversight approaches to the current and future construction contract management.
- Leading the development of technically complex contracts which are the basis of support to implementing new and innovative contracts and oversight models.
- Preparing/reviewing detailed business cases to support recommended construction contracting strategies and opportunities for new initiatives for senior management..
- Implementing and maintaining a Quality Management Process (QMP) for highway program to contracting, including the development of performance measures, data collection systems, condition assessment programs, Key Performance Indicators (KPI) to measure success of new processes.
- Providing technical supervision and leadership, including providing orientation, training and development, assigning and scheduling work, monitoring work progress, resolving problems and providing guidance and technical input to performance standards and performance assessments.
- Providing expert advice to senior executives on a wide range of innovative contracting, oversight issues and on the effects of contract management activities including strategic, operational and human resources planning.
- Leading the identification and management of emerging issues and trends, assesses political implications and providing expert advice for effective issues management, including the development of communications strategies.

**How do I qualify?**:
**Technical Knowledge and Experience**: You have:

- Demonstrated extensive knowledge and experience in the delivery, oversight, and administration of highway infrastructure construction projects including working with policies, practices and methodologies.
- Demonstrated Knowledge and experience utilizing governance and accountability controls for the effective management of complex highway projects including change orders and claims.
- Knowledge of current and emerging construction and contract management business processes and related issues with proven ability to assess and evaluate risk and identify areas of improvement

**Project Management Skills**:

- Demonstrated ability to lead projects to research, analyze, and develop business change management options/proposals and strategies to maximize effectiveness of project and program delivery.

**Analytical and Problem-Solving Skills**: You have:

- Demonstrated Ability to lead and determine audit requirements and develop project plans.
- Ability to document and analyze system process flows.
- Ability to assess viable options and identify the most effective way to mitigate risk
- Ability to provide advice to ministry executives and management.

**Communication and Relationship-Building Skills**: You have:

- Experience building and sustaining positive relationships with stakeholders.
