**The Role**:
The Financial and Corporate Services department provides corporate and business support to the entire organization. Reporting to the Director, Budget Planning and Development, the Finance Manager plans, informs and communicates the budget strategy across the corporation, and with external partners and agencies.

The Finance Manager will take a lead role in managing key budget deliverables, and ensuring those deliverables are progressing according to timelines including the incorporation of input from key stakeholders. The communication of budget strategies and materials in a simple and understandable manner, while adhering to professional standards, is critically important to the success of the organization as is clarity in resource allocation. The Finance Manager will be responsible for drafting key communications, reports, presentations and published budget documents for both the Capital and Operating Budgets.

**First year goals and deliverables**:

- Collaborate with finance and operations teams across the organization to advance budget and planning processes, while also ensuring integration with other corporate initiatives
- Develop an in-depth understanding of the budgeting process at the City of Edmonton, and lead and support various key budget activities within the operating and capital budgeting processes, including review and analysis of existing budgets
- Review business cases, reports and budget requests to ensure financial viability and alignment with strategic priorities
- Develop and support key budget communications and deliverables, including the multi-year operating and capital budgets
- Advancement of budget best practices and controls. This includes ensuring City of Edmonton budget procedures are a reflection of industry best practice, including implementation of carbon accounting. Collaborate with the grants fund management team to continuously monitor and make the corporation aware of major funding announcements and match those with City needs
- Anticipate business opportunities, influence policy, planning and initiatives, and foster a culture of accountability
- Integrate multi-disciplinary teams to support corporate priorities and link financial and strategic decision-making
- Build collaborative partnerships with external agencies such as other orders of government, community organizations, and internal departments and branches to better support and promote budget and planning objectives
- Provide insights and support towards the financial planning process including 4 year capital and operating budgets and 10 year capital and operating investment outlooks

**Qualifications**:
** What does success look like?**
- Knowledge of the MGA financial expectations and municipal financial regulatory environment is preferred
- Chartered Professional Accountant designation (CPA) is required
- Continuous improvement certification such as six sigma or equivalent may be considered an asset
- Utilize advanced experience in the budgetary or financial planning field
- A solid understanding of key city cost drivers for service lines and the ability to link financial investment to outcomes, in consultation with senior leaders across the organization
- Communicate complex financial strategies and information in a clear and easy to understand manner
- Balance strategic planning with executive level consulting and communication skills
- Effectively analyze sensitive issues and respond to, and advise, senior leadership on various matters
- Build a respectful workplace culture through a values-based influencer approach and work collaboratively
- Communicate with strong political acumen, strategic planning, issue resolution and decision-making skills
