Overview:
Reporting to the Director, Valuation & Capital Management, the Manager, Capital Management performs all aspects of the Corporation’s Capital Management function including annual Financial Condition Testing (FCT), forecasted Minimum Capital Test (MCT) including sensitivity and scenario analysis, assisting Enterprise Risk Management (ERM) with Own Risk Solvency Analysis (ORSA), ensuring adequate reinsurance coverage for the Corporation, and facilitating the annual reinsurance renewal process.

The Manager is responsible for the daily operations of the department, setting the departmental direction, and providing daily operational leadership to the team.

**Responsibilities**:

- Oversee the Capital Management Plan (CMP) including changes to the plan, scenario and sensitivity testing, and making suggestions to improve the Plan.
- Participate in the General Rate Application process by responding to interrogatories and attending the PUB rate hearing as an advisory resource.
- Direct, review, coordinate, and prepares the annual Financial Condition Testing report for each line of business and at the corporate level.
- Direct and review the models developed that test MPI’s capital under various scenarios and stress testing assumptions.
- Ensuring that methodology conforms with the principle and standards of practice of the Casualty Actuarial Society (CAS) and the Canadian Institute of Actuaries (CIA)
- Responsible for ensuring appropriate documentation and controls are developed, implemented, and adhered to. Also ensure that capital models are validated (e.g., back tested, impact analysis, etc.).
- Oversee reinsurance renewal analysis by ensuring data and reports are an accurate reflection of the Corporation’s risk and operations.
- Direct, review, and oversee requests from the reinsurance broker for information to satisfy inquiries from the reinsurance companies under the annual reinsurance program as well as validate the ceded recoveries.
- Prepare presentations for the Executive committee on the annual Reinsurance negotiations/programs.
- Participate in committees, cross-functional teams, and special projects and assignments, as required.

Qualifications:

- University degree in Mathematics, Statistics, or Actuarial Science.
- Associate of the Casualty Actuarial Society required with the intention of pursuing a Fellowship with the Canadian Institute of Actuaries and the Casualty Actuarial Society.
- Five years progressively more responsible experience in Capital Management/Modelling with seven or more years of experience in actuarial fields in the insurance/re-insurance industry.
- Leadership experience is considered an asset.
- In-depth knowledge of actuarial principles and associated tools and methodology.
- Proven capabilities in research, analysis to interpret and synthesize complex data.
- Ability to deliver projects under tight time constraints.
- Advanced oral and written communication skills, with the ability to convey complex information in a concise and straightforward manner.
- Able to work effectively and co-operatively within an interdisciplinary team environment to achieve a common goal.
