iGaming Ontario leads the Province of Ontario’s new, dynamic, internet gaming (igaming) market that, in its first year generated over $35.5 billion in total wagers, which resulted in $1.26 billion in total gaming revenue from over 45 gaming operators and 1.6 million active player accounts. Even more, in its first year Ontario’s igaming market is estimated to have sustained more than 12,000 full-time equivalent jobs across the province. iGaming Ontario is seeking a Team Lead, Procurement. Reporting to the Chief of Staff, the Team Lead, Procurement will lead procurement activities of the department and the development of procurement strategies, providing expert direction on complex files and guidance and expertise to team members.

**Responsibilities in the role include**:

- Overseeing and managing complex and difficult procurements from end to end in compliance with relevant laws, regulations, and organizational policies.
- Leading the development of innovative procurement strategies partnering with key stakeholders to meet specific business needs.
- Providing strategic advice to senior leadership on future procurement needs, tracking systems, automation, and reforms.
- Assist in the development of procurement focused Key Performance Indicators and track progress, leading the response to the needs of various business units during the procurement process.
- Ensuring compliance with provincial procurement directives, iGaming Ontario’s official procurement policy, and Ontario Public Service procurement rules.
- Creating, managing, and presenting quarterly procurement pipeline and forecasts to the Senior Leadership team.
- Overseeing procurement training initiatives and contribute to providing training for staff and business units, ensuring a comprehensive understanding of procurement policies, procedures and best practices.
- Purchasing Designation, Supply Chain Management designation or post-secondary education (preferably in Supply Chain, Finance, Accounting or Business) and/or at least 7-10 years of relevant work experience.
- Expert knowledge and understanding of procurement principles and best practices to manage complex procurements.
- Expert knowledge and understanding of contract management principles and best practices, vendor performance and risk management strategies.
- Expert Knowledge of the Ontario Government policies, directives and guidelines on procurement (Procurement Directive, Guidelines for IT Goods and Consulting Services, Advertising, Public and Media Relations, Travel Meal & Hospitality Expenses Directive) in order to coordinate an effective and economical procurement and supply program, as well as to coordinate major or multi-year contracts and service level agreements.
- Expert knowledge of regulations and requirements as set out in the Canadian Free Trade Agreement (CFTA); Canada European Union Comprehensive Economic Trade Agreement (CETA); and similar governmental trade protocols.
- A solid background in leading the procurement process from start to finish for minor to major, complex contracts, as well as consultant assignment projects including contract law, reviewing/editing procurement documents, stakeholders/vendor liaison, detailed analysis of tenders bid for compliance and final document preparation.
- Strong negotiation, influence and communications skills to represent/advocate on behalf of the interests of iGaming Ontario, as well as skills in relationship management to communicate complex information effectively and influence all levels of staff.
- Strong problem-solving skills are required in order to investigate and solve supply problems, potential liabilities and identify viable options to pursue.
- Current knowledge of the VOR maintained on the MyOPS website for use by all Ontario Government ministries and agencies for the procurement of goods and services.

This position currently offers a hybrid work location. iGaming Ontario is implementing a minimum three-day per week in-office schedule. iGaming Ontario reserves the right to change this policy and its office location at any time.
This position falls within the scope of a bargaining unit represented by the Ontario Public Service Employees Union (OPSEU). In the upcoming months, iGaming Ontario and OPSEU will be negotiating the terms of a collective agreement which, once concluded, will govern the terms and conditions of this position.
