Are you interested in leading the development and delivery of technical projects for the DriveON office? Do you have analyzing and evaluating skills, and can identify alternative policies/programs and operational procedures for delivery of vehicle inspection and maintenance programs? If so, this Technical Specialist position may be for you.

Emissions and safety inspections for heavy-duty diesel commercial, light-duty and passenger motor vehicles have been combined into a single digital program called DriveON.

The new DriveON program will:

- save commercial motor vehicle owners time and money
- reduce fraud
- reduce harmful emissions
- ensure vehicles are safe for our roads

The DriveON program has been rolled out to facilities that previously tested emissions only and will be followed by motor vehicle inspection stations. Existing motor vehicle inspection stations will be contacted to explain the transition process, beginning fall 2023.

**What can I expect to do in this role?**: In this role you will:

- Identify and evaluate program, technical policy, and delivery options for assigned projects and prepare reports and briefing materials for management and multi-stakeholder groups.
- Recruit and lead internal and external teams to develop and deliver technical program design and implementation strategies for assigned projects and act on information provided by external contracts that facilities are non-compliance with Ontario's DriveON program's performance contract and/or standard operating procedures.
- Coordinate assigned program implementation functions including compliant response and compliance auditing programs, and provision of training programs and information workshops.
- Respond to enquires from internal clients and the public on vehicle inspection and maintenance programs, operational compliance issues and standard operating procedures.
- Act as office expert in responding/resolving technical matters arising in the media, correspondence, questions from the public; responsible for discrete program deliverables which may include inspection equipment coordination and training; testing procedures for conventional and non-conventional vehicles; searches computer database programs for vehicle testing and repair records for compliance; prepares notices to obtain compliance.

**How do I qualify?**:
**Mandatory**:

- Position requires a valid driver's licence to operate a passenger car or van (Class G Ontario's driver's Licence).

**Technical Knowledge**:

- You have knowledge of technical aspects of a broad range of related legislation and programs (e.g., Environmental protection Act and regulations) and knowledge of Government and non-Government initiatives on priority vehicle emissions and safety inspections.
- You have knowledge of municipal, provincial, and federal policy activities and how they must be integrated (e. g., timelines, approval) to meet common program goals.
- You have knowledge of the Ontario Public service policy formation process to manage the formation of multi-stakeholder policy teams, set work plans and schedules, effectively present the Ministry's position, and obtain those stakeholders, reconcile all positions, and provide recommendations on policy options.

**Interpersonal and Communication Skills**:

- You have written and oral communications skills, to report in both technical and lay terms, on the status of transportation and air related programs (Vehicle Inspection Program).
- You have interpersonal and verbal communication skills to represent the Office, and Ministry on multi-stakeholder committees and working groups in the development, negation and evaluation of transportation and air related strategies, policies, principles, and programs.
- You have experience managing external consultants and preparing and administering service contracts with external consultants engaged by the Ministry to assist with policy and program review and analysis and the development of recommendations.

**Planning and Coordination Skills**:

- You have experience planning and coordinating assigned projects by developing terms of reference, recruiting project team members, and scheduling work to ensure that requires recommendations are developed and delivered and
