Job description

The Project Manager (WM) is responsible for affecting business transformation within the Municipality by providing effective and efficient project management through creating clear and attainable project objectives, building the project requirements, sourcing and acquiring or building solutions that meet the requirements and executing the implementation of the solution in a timely and cost-effective manner. Project requirements will vary depending on the needs of the Municipality; however, all will be managed according to accepted standard industry principles and practices outlined in the Project Management Institute ‘s PMBOK®. The Project Manager (WM) will play a vital role in designing efficient and sustainable waste diversion programs for the residents of Chatham-Kent.

Essential responsibilities

Demonstrate Chatham-Kent’s core values and competencies

Foster teamwork through effective leadership and lead project team(s) in a fast-paced and constantly changing environment

Manage the triple constraints for projects (cost, time, and quality) through the supervision of internal Subject Matter Experts and consultants and advising higher level management, as needed

Interact with various department and municipal staff to effectively initiate and successfully execute projects and ensure that a high level of customer service is maintained

Establish, oversee, and monitor small to large project budgets (thousands to millions of dollars)

Vendor management, as it relates to the partnering with consultants to execute projects

Develop and administer legal agreements and service level agreements

Manage and administer condition grants or funding opportunities

Research emerging trends, technologies and industry standard processes for project delivery focused on waste diversion

Identify current technical or operational gaps by analyzing corporate, community and municipal data and projects

Facilitate and prepare estimates and forecasts for projects to be included in the operation maintenance and capital budgets

Provide liaison with inter-departmental staff, government agencies, project partners, and other stakeholders

Develop and foster successful business relationships and partnerships between the public, private and business sectors within our community

Create and manage delivery project risk management and quality control processes

Explore opportunities for public/private partnerships and innovative ways to sustain waste diversion goals

Author technical reports, memos, and literature reviews, including reports to Council

Provide full business analysis services (detailed requirements gathering) as needed within the scope of the project

Monitor the progress on projects to ensure that a high level of customer service is maintained

Create standard operating procedure or guidance documents as required within the scope of the project

Organize the review, enhancement and updating of various infrastructure studies and operational budgets to keep lifecycle needs and costs current related to Waste Management Services

Effectively deliver public engagement initiatives within the scope of the project

Essential qualifications

College diploma or university degree, preferably in engineering or business administration with a focus on business process re-engineering, with four (4) to six (6) years of related experience

Environmental/Waste management project management experience, including project cost control and administration, and on a broad scale of environmental implementation and development projects, including public engagement and project tracking and reporting

Supervisory experience, preferably in a municipal environment

Experience managing an operating budget

Strong report writing (including technical reports, research papers, and memos) and oral presentation skills

Experience working in a fast-paced environment, managing multiple projects, programs, and priorities requiring a high degree of mental concentration.

Knowledge of the latest developments and leading practices in the project management industry and profession, (e.g. PMBOK®) and familiarity with best practices

Ability to interpret technical issues and explain to all levels of the organization in an understandable, clear and concise manner

Strong time management and organizational skills

Food and Organic Waste Policy Statement

Environmental Compliance Approvals

Ministry of the Environment, Conservation and Parks

Practical knowledge of business process documentation

Working knowledge of Microsoft Project (or similar software programs)
Strong computer skills, specifically Microsoft Office (Word, Excel, PowerPo
