The Human Resources Business Partner provides guidance, education, and counsel on Human Resources (HR) matters such as policy and processes, compensation and qualifications, labour relations (grievance handling and interpretation of collective agreements), employment legislation (e.g., employment standards, human rights, occupational health & safety), performance management, employee development, employee relations and retention, conflict management, and employment and contract changes. The Human Resources Business Partner works within assigned Districts and as part of an organizational HR team to collaborate and ensure consistency and best practices. They provide support to departmental and organizational objectives through knowledge sharing, tracking trends, completing project and committee work, researching, and compiling information, and working with external partners or internal leaders. They are solution-focused, excellent communicators, promoting and developing effective relationships, to collaboratively implement Human Resources best practices and organizational policies for the best interests of all employees. The HR Business Partner oversees an Organizational Specialty (ongoing areas of major projects and work such as Conflict Resolution and Mediation, Health and Safety, and Leadership Development), supports multiple districts or supervises a more junior position in the department.

**Responsibilities**:

- Promote the culture, policies and practices of the organization to create the best workplace for employees.
- Provide counsel and promote HR best practices to District leadership regarding the areas mentioned above.
- Provide documentation support to Districts to ensure appropriate legal language and approach (e.g., grievance replies, correction letters, status or location changes, termination letters, redundancy or layoff notices, letters to employees on various matters, etc.).
- Educate and equip leaders on the interpretation of policies and collective agreements, partnering with leaders to implement strategic labour relations solutions.
- Meet with internal and external partners (e.g., union officials, Ministry of Labour, Training and Skills Development (former MOL), training providers, Health and Safety consultants, legal counsel, organizational leaders or employees, etc.) maintaining the highest standards of professionalism, confidentiality, and respect, to build positive, solution-focused relationships.
- Ensure all HR related matters are well documented, saved and tracked according to department standards and practices.
- Create and deliver ad hoc equipping sessions or HR related presentations.
- Participate in grievance meetings, building relationships, understanding facts and concerns, taking thorough notes, drafting correspondence as needed, and reviewing and tracking grievance replies and outcomes.
- Prepare documentation and calculations, to make termination recommendations to the Director of Human Resources.
- Make recommendations to improve existing HR processes and systems.
- Provide HR leadership in Workplace Investigations e.g., harassment, workplace violence) and Appeal panels.
- Provide conflict resolution support and equipping (when requested) in support of the conflict resolution process.
- Assembling files of information for arbitration or legal matters.
- Provide support to the HR Administration team by responding to escalated concerns regarding new hire packages, salary verification, data requests, etc.
- Provide support to the HR Abilities Specialist team by responding to escalated concerns regarding medical leaves of absence, Injury at Work, return to work and medical accommodations.
- Champion HR processes through assigned departmental and organizational work, including individual work assignments and participation on committees or working groups.
- Research and prepare reports and recommendations regarding HR matters.

**Requirements**:

- 3-5 years of previous experience in a similar role; **Experience supporting Labour Relations (unions) is required**.
- Professional Designation - CHRP
- Proficient Computer Skills
- Strong Relationship-building and Interpersonal Skills
- Counselling and conflict resolution skills
- Experience managing grievances and preparing for arbitration
- Strong written and verbal communication skills
- Intensive Understanding of Employment Standard Legislation and Labour Relations Act
