Purpose The Senior Data Analyst & Developer serves as a subject matter expert in transforming complex data sets into actionable insights that drive organizational and workforce decisions. Operating with a high degree of professional autonomy, the incumbent designs, develops, and governs enterprise data solutions within the Human Capital Management (HCM) environment. This role provides leadership in data strategy, analytic methodologies, and system optimization, while ensuring the integrity and strategic use of organizational data assets. Accountability The Senior Data Analyst/Developer provides leadership and technical direction for enterprise data initiatives. This job exercises independent judgment in developing, maintaining, and optimizing reporting, analytics, and integrations across the PeopleSoft system. The incumbent collaborates with HR, Finance, and IT to translate business objectives into analytic strategies and ensures continuous improvement in data quality, system performance, and decision support. What will you do? Major Responsibilities Design, develop, and analyze complex data sets from HCM and SmartFind Express, to identify trends, patterns, and areas for improvement. Design, develop, and maintain reports, dashboards, and data extracts using Query Manager, BI Publisher, or other reporting tools. Use R to perform statistical analyses, modeling, and visualizations to identify trends, patterns, and outliers. Develop predictive and prescriptive models to support workforce planning, financial forecasting, and operational efficiency. Design and implement automated workflows for data integration, validation, and reporting. Train, mentor, and develop junior Data Analysts and business users on data tools and reporting best practices. Advise senior leadership through advanced data analysis, dashboards, and forecasting models that inform strategic decision-making, compliance, and operational efficiency. Leverage R scripts, SQL jobs, and scheduling tools to reduce manual work and enhance reliability by developing automations for complex business processes, audits, and workflows. Collaborate with HR, Finance, and IT stakeholders to gather reporting requirements, provide analytical support, and deliver custom data solutions. Perform data validation, cleansing, and reconciliation between HCM and other enterprise systems. Provide technical guidance on data structure, table relationships, and query optimization within the HCM environment. Support system upgrades, patching, and enhancements by conducting impact analysis and data testing. Ensure data security and compliance with internal and external policies and regulations Oversee compliance-related data reporting and ensure accuracy and alignment with regulatory, and collective bargaining requirements Provide trending, preparation of collective bargaining reporting, and ad hoc reporting. Investigate, research, and compile background and current information, statistics, and forecasts for the preparation of briefs, reports, proposals, and scenario building, related to HR program development, collective bargaining, settlements, grievances, and arbitration hearings. Document data sources, definitions, processes, and code for transparency and reusability. Communicate findings to senior management via formal presentations, standard management reporting artifacts on a periodic/quarterly/annual basis. Support upgrades, patches, and data migrations within the HCM environment including testing and updating all existing queries, reports and automations. Perform other related duties as assigned. What are we looking for? Education and Experience Bachelor's degree in Data Science, Data Analytics, Information Systems, Computer Science, or a related field. 5 to 10 years of experience in a data analyst, business intelligence, or senior developer role. Strong knowledge of PeopleSoft HCM, including data structures and reporting tools required. Proficiency in PeopleSoft tools: Application Designer, PeopleCode, Application Engine, SQR, and Integration Broker required. Proven experience with HR data analytics, metrics development, building automated data workflows, and advanced reporting tools (PeopleSoft Query, SQL, Power BI, R or equivalent). Strong grasp of data governance, data quality, and metadata management principles. Advanced proficiency in Microsoft Office, with a strong focus on Excel and data analysis. Experience working with multiple unions required. Strong analytical mindset with excellent problem-solving skills. Ability to communicate complex findings to non-technical audiences. Demonstrated Skills and Competencies Demonstrated ability to exercise sound professional judgment on complex technical and organizational issues. In-depth understanding of HR processes, HR compliance, and workforce data management. Strong analytical and problem-solving skills with a focus on data-driven decision-making. High attention to detail, data accuracy, and system compliance. Strong leadership and mentoring capabilities within a technical team environment. Proficient in utilizing Microsoft Office applications for in-depth data analysis Solid understanding of statistical or quantitative methodology and technology In-depth knowledge of PeopleSoft HCM.
