Consideration may be given to either a Brandon or Winnipeg headquarter. Introduction The Office of the Fire Commissioner (OFC) is a dynamic work environment that provides front line supports and services to over 130 municipalities, several local authorities, and over 240 fire departments. With locations in Winnipeg, Brandon and Thompson, the OFC builds local level emergency response capacity, provides community support services, and performs emergency response in support of the Manitoba Fire Service, Manitoba Government and Government of Canada. The OFC operates the Manitoba Emergency Services College (a specialized vocational college), specializing in diploma and continued education programming for emergency services professionals across Canada. Duties In Manitoba, communities are responsible for determining the origin and cause of any fire that occurs. If they cannot do so, or if the fire is criminal or results in loss of life, the Office of the Fire Commissioner (OFC) completes the investigation on behalf of the community. Fire Investigators at the OFC conduct these investigations, provide training, analyze fire behavior trends, and act as contacts for mutual aid districts. They also respond to emergency and disaster incidents on behalf of the OFC. Qualifications Completion of Fire Investigation Theory Course (previously Fire Investigation level II) or equivalent program or course from other jurisdictions (NFPA 1033: Standard for Professional Qualifications for Fire Investigator, Level 2) Experience working in public safety and/or the emergency services field Experience conducting effective investigations Knowledge of Fires Prevention and Emergency Response Act and supporting regulations Excellent interpersonal skills for building and maintaining positive working relationships and partnerships with diverse stakeholders Strong verbal and written communication skills with the ability to prepare comprehensive investigation reports Strong analytical and problem solving skills Thorough knowledge of legislation, regulations, standards, codes and practices related to fire prevention and protection Ability to work independently with minimal supervision Certification on Fire Fighter Level 1 and 2 (NFPA 1001) Certification on Fire Inspector Level 1 and 2 (NFPA 1031) Certification on Hazardous Materials Operations (NFPA 472) Experience providing instructions or training within adult setting Experience performing forensic or criminal investigations Conditions of Employment Must be legally entitled to work in Canada Must be able to provide and maintain a satisfactory Criminal Record Check with Vulnerable Sector Search, Child and Adult Abuse Registry Checks Must be able to travel throughout Manitoba and occasionally in Canada and Internationally Must be able to work evenings and weekends, as required Must have a valid Manitoba Class 5 driver’s license Must be physically capable of performing the duties and functions of the job, including lifting heavy objects, kneeling, standing, climbing stairs and ladders, working at heights and entering confined spaces in various temperatures Must be willing and able to complete NFPA 1041 Fire Instructor Level 1 and NFPA 1041 Fire Instructor Level 2 within six months and one year respectively from the date of hire. Must possess or be eligible to acquire a valid Class 4 driver’s license preferably with air brake endorsement Note: Candidates who do not possess the required certifications at the time of hire will be required to obtain them as a condition of employment within an acceptable timeframe as specified by the organization.
