Housing, Addictions and Homelessness provides a wide range of subsidized housing throughout the province of Manitoba. We partner with other governments, community organizations and private groups to create safe and affordable housing. Within the department, the Corporate Compliance and Risk Management branch is looking to fill a Safety and Risk Officer position. Conditions of Employment Must be legally entitled to work in CanadaMust provide and maintain a satisfactory Criminal Record Check with vulnerable sector checkMust be able to work outside, in various environmental conditions, including around dusts, animals, and other environmental allergensMust possess and maintain a Valid Full Stage Manitoba Class 5 driver's license (without restrictions)Must be able to travel extensively throughout Manitoba to carry out responsibilities of the position, including overnight staysMust be physically capable of performing the duties and functions of the job working at heights and carrying out strenuous physical activity such as walking, climbing, crawling, bending and kneeling Qualifications Essential: Post secondary education in Project or Program Management, and Occupational Health and Safety or related field. Equivalent combination of safety and health related education/training and experience may also be considered.Experience conducting inspections, investigations, audits, quality assurance, or program evaluation for the purpose of meeting accepted standards and/or legislation.Knowledge of occupational health and safety fundamentals, principles, rights, duties and responsibilities.Excellent verbal communication skills with the ability to present information in a clear and organized manner to a variety of stakeholders.Strong written communication skills with the ability to create reports and related documents in a clear and concise manner.Ability to lead and manage difficult situations, exercising sound judgement and discretion.Excellent analytical and problem-solving skills with the ability to identify and record relevant information/evidence, analyze facts, interpret acts, regulations, and standards, and determine options to resolve situations.Strong interpersonal skills with the ability to interact with a variety of stakeholders in a respectful, and objective manner.Strong organizational and time management skills with the ability to prioritize work and work under pressure to meet time sensitive deadlines.Ability to work independently and in a team environment.Experience and proficiency with Microsoft Office programs (Excel, Word, Outlook and Powerpoint) or similar software applications. Duties Reporting to the Director, Corporate Compliance and Risk Management, the Safety and Risk Officer is responsible for all elements related to the management, facilitation, and administration of the department’s health and safety program. The Safety and Risk Officer ensures compliance with safety and health associated Acts, regulations, provincial and municipal by-laws, and policies to inform and protect the safety and health of workers, contractors, and Manitobans we serve. The Safety and Risk Officer provides technical expertise, conducts inspections and investigations, right to refuse situations, discriminatory actions, serious incidents and other safety and health related concerns for the department and corporation with a focus on developing and improving legislative, regulatory and policy compliance to eliminate fatalities, injuries and illnesses, and lessen risk to the corporation and department.
