Planning and Evaluation Specialist -Strategy, Planning and Performance (1 full-time position) 355 Wellington St, London, ON N6A, Canada Job Description Posted Thursday, January 22, 2026 at 5:00 AM | Expires Monday, February 2, 2026 at 4:59 AM a full-time Planning and Evaluation Specialist, to fill an existing vacancy to work on the Strategy, Planning, and Performance team in the Public Health Foundations Division at our Citi Plaza, London location. KEY RESPONSIBILITIES : Under the direction of the Strategic Advisor– Planning and Performance the Planning and Evaluation Specialist promotes the development and implementation of effective and efficient programs and services by collaborating with teams in the organizational performance management of programs and services, including planning and evaluation, performance measurement, and quality improvement. Duties include: Support foundational process development (e.g., drafting policies, procedures, project and tools) under the guidance of Strategic Advisor or Manager, SPP Collaborate with teams to establish performance indicators and conduct and support continuous quality improvement (CQI) activities by applying CQI tools and methodologies to identify, test, and measure improvement opportunities. Support and facilitate documentation of the MLHU’s programs and services (e.g., drafting and reviewing project charters, reviewing logic models, drafting program descriptions) Provide guidance and support on designing and improving data systems and workflows in line with data governance policies, best practices, and information collection requirements (e.g., data standards and data requirements) to support continuous quality improvement initiatives. Support the design and implementation of processes to integrate data from multiple sources to inform organizational performance. Critically appraise, synthesize, and summarize relevant literature to inform planning, evaluation, and quality improvement activities. Assist in the development and implementation of evaluation plans, including data collection, analysis and supporting the dissemination of findings. Implement project management tools and processes to support successful project completion, including coordinating project activities, preparing and facilitating meetings, and developing and maintaining project materials and resource repositories. Contribute to a positive and collaborative work environment by working effectively with others, recognizing the strengths and contributions of colleagues, and building constructive internal and external working relationships. Perform other related duties as assigned. QUALIFICATIONS: Master’s degree in Public Health, Health Evaluation, Health Informatics, or other related health or social science required. Candidates who have an equivalent level of expertise acquired through related employment experience and on-the-job training or alternative education may be considered in order to support Employment Equity. Demonstrated experience applying project management and continuous quality improvement (CQI) methodologies to support program and organizational initiatives. Strong background in project management and related technology/software skills, including advanced Excel skills and experience using Power BI for data analysis and visualization are an asset. Experienced in qualitative and quantitative research, evaluation and CQI methodologies. Demonstrated experience addressing applied evaluation questions in a health or human service organization. Communication, interpersonal, problem-solving, and organizational skills commensurate with the expectations of an individual contributor position. Influencing, negotiation, and persuasion skills are required. Ability to work concurrently on multiple projects, shift focus to respond to urgent needs, provide support to front‑line staff and managers, and meet specified deadlines. Highly developed and demonstrated experience in consultation, collaboration and interviewing skills. Formal project management (e.g., PMP, CAPM) or CQI (e.g., Lean Six Sigma, Model for Improvement) training is considered an asset. Demonstrated commitment to contributing to a positive workplace environment. Skills and knowledge to work with an increasingly diverse population, with knowledge of health inequities. The ability to communicate in French or other languages would be considered an asset. The salary for this position ranges from $70,721.56 to $89,285.56 annually based on qualifications and experience.
