THE ORGANIZATIONAL SETTING The Legal Affairs and External Relations Bureau (LEB) undertakes the international air law programme to strengthen the international legal framework addressing current and emerging civil aviation challenges effectively through the Chicago Convention, its Annexes, and other air law instruments. LEB provides advice and assistance on legal and external relations matters generally and in support of other Strategic Goals and Enablers of ICAO and develops and implements a communications programme. LEB carries out two projects: (i) promoting widespread ratification and implementation of international air law instruments, and (ii) facilitating the development of international air law instruments and guidance material in response to emerging challenges and opportunities. The Director of LEB serves as Secretary to the Legal Committee; LEB supports various working groups, task forces, and study groups in research and study of international law topics, providing comprehensive Secretariat support for settlement of differences under Chapter XVIII of the Chicago Convention. LEB also offers legal advice and opinions to ICAO Member States, Governing Bodies, the President of the Council, and other ICAO Bureaus; reviews agreements and contracts; participates in the system of administration of justice; performs treaty depositary and aeronautical arrangements registration functions of the Organization. LEB maintains close relations with Member States, serves as focal point for relations with the Host Government, performs liaison and protocol functions, monitors political events affecting ICAO, and acts as principal point of contact for all media‑related activities. MAJOR DUTIES AND RESPONSIBILITIES Function 1 – ICAO Legal Committee Assist in research and study for the Study Group on Legal Issues related to Pilotless Aircraft; prepare documents for discussions, subgroups, and draft summary reports. Research and study the item “Legal review of the analysis completed by the Air Transport Regulation Panel of the Application of Article 15 of the Chicago Convention”; prepare Terms of Reference, establish a group, prepare documents for meetings, draft summary reports, and draft Working Papers for the Legal Committee. Support the item “Processes and procedures for States to fulfil their obligations under Article 12 of the Chicago Convention”; prepare documents for discussions in the Task Force and its subgroups, draft summary reports of meetings, and draft Working Papers for the Legal Committee. Investigate the item “Study of international legal issues relating to global satellite systems and services supporting international air navigation services”; prepare state survey questionnaire, conduct analysis and draft report, and submit findings to the Legal Committee. Function 2 – Interactions with External Parties Advise bureaus and offices on implementation of policies and administrative instructions regarding interactions with external parties. Review agreements, arrangements and other instruments to which ICAO is a party. Support negotiations of ICAO with external parties. Provide legal support to the Committee on Cooperation with External Parties of the ICAO Council. Assist in reviewing and overhauling regulations, rules, procedures, administrative instructions and policies of ICAO. Function 3 – Legal Research and Study Provide accurate and up‑to‑date information on research areas. Collect relevant data, practices, procedures and usage relating to ICAO legal work. Analyze positions of States, international organizations and other entities on specific issues. Conduct case‑law research and prepare legal briefs. Function 4 – Legal Advice and Opinion Prepare timely and appropriate replies to correspondence, enquiries and inter‑office memoranda. Draft legal opinions or memoranda on questions concerning the interpretation of the Chicago Convention, its Annexes and other international air law instruments. Facilitate negotiations and meetings requiring legal advice or expertise. Prepare draft replies to correspondence from States, international organizations and individuals. Function 5 – Other Duties Perform other duties as assigned. QUALIFICATIONS AND EXPERIENCE Educational background An advanced level university degree (Master’s degree or academic equivalent) in Law, including international law, air law, or related field is required. Essential Professional experience and Knowledge Minimum of three years’ experience in aviation law and international law, with at least two years in the service of a national government, international organization or civil aviation regulatory body. Experience in analysis and drafting of legal opinions and instruments. Experience conducting legal research using diverse sources, including electronic databases. Experience reviewing and synthesizing legal information and presenting findings and recommendations. Experience assisting with negotiations with governments and multinational organisations. Knowledge of the aviation industry and related activities. Knowledge of international affairs, including diplomatic privileges and immunities. Desirable Familiarity with objectives and procedures of international organizations, preferably including ICAO. Working knowledge of any additional ICAO languages (Arabic, Chinese, French, Russian, Spanish). Language Skills Fluent reading, writing and speaking abilities in English. CONDITIONS OF EMPLOYMENT Legal consultants must adhere to the highest ethical standards and sign a Code of Conduct upon acceptance. The selected consultant will be employed on a full‑time basis over a 12‑month period, amounts to a maximum of 250 days’ work, with a possibility of extension.
