The Office of Indigenous Engagement is dedicated to advancing the University’s commitment to indigenization and reconciliation, including meaningful integration of Indigenous knowledges, expertise, and partnerships in all aspects of the University and strengthening relationships with Indigenous Community.

The Project Manager, Indigenous Engagement is a full-time term position responsible for ensuring all aspects of Indigenous Engagement educational program offerings are developed, implemented in a timely manner and within the approved allocated budget. The successful candidate will also serve as the content expert for all administered programs under their responsibility. The Project Manager will work independently or manage a project team on a number of existing and new projects, and will at times, represent the department as needed.

Responsibilities:

  • Manage community engagement initiatives.
  • Facilitate project strategic planning activities including managing project timelines, staff, tracking deliverables and managing budget.
  • In coordination with AVP, Indigenous Engagement (AVP-I) assess portfolio initiatives and projects, identifying risks and developing mitigating tactics to ensure success.
  • Identify projects in support of furthering the Indigenization and reconciliation programming at the UWinnipeg.
  • Lead the consideration and initiation of new programs by:
    • Gathering project requirements from stakeholders and clients;
    • Assessing the viability of the project;
    • Preparing recommendations on proposed projects based on the assessment;
    • Overseeing approved projects by establishing and implementing work plans, project scope, objectives, specifications, schedule, costs, processes, etc. Determine which projects can be managed independently and which projects require support of a project team.
  • Manage changes to project scope and guide other project team in developing alternate strategies.
  • Prepare project updates and reports for presentation to stakeholders.
  • Utilize innovative methods and courses of action which may be drawn from considerable knowledge and experience, identify risks associated with the project(s) which may result from diverse stakeholders’ opinions and expertise.
  • Develop proposals, grant applications and coordinate fundraising efforts to support projects.
  • Establish, develop and monitor budgets, making projections and authorizing expenditures for all project/budget costs.
  • Work with the Director and the AVP-I to analyze community engagement data and evaluate and recommend initiatives.
  • Provide support to the greater Indigenous Engagement team, as required.
  • During the absence of the AVP-I, co-lead the activities of the unit in collaboration with the Director, Community Learning and Engagement and the Director, Indigenous Community Relations, as needed.
  • Research global best practices on indigenization; conduct periodic review of University programs to recommend areas for improvement.
  • Identify emerging needs for Indigenous Engagement programs and oversee the development or update of program contents.
  • Coordinate educational program delivery.
  • Estimate staffing needs and recruit facilitators for programs in the context of approved budgets.
  • Monitor facilitators’ evaluations, and obtain feedback from clients to ensure that program expectations were met.
  • Identify, establish and maintain effective relationships with Indigenous communities and partner organizations.
  • Consult with stakeholders (internal and external) and draw on findings to recommend programs to support the University’s commitment to indigenization.
  • Develop and deliver outreach activities and materials to increase awareness of University programs at the regional, national, and international level.
  • Oversee the use of social media accounts to promote activities of the department.
  • Manage financial activities of projects/programs.
  • Promote Indigenous Engagement programs, ensuring that positive financial results are achieved, including revenue generation and expense management.
  • In consultation with the AVP-I, sets and defines the programs’ goals and priorities plan, leads their implementation and reviews the outcomes.
  • Collect and analyze data on the effectiveness of programs and initiatives.
  • Provide logistics support on projects, such as coordinating meetings and sharing information.
  • Maintain project records and files.
  • Reconciling VISA expensing, invoicing, archiving receipts, liaising with Finance and Accounts Payable

Qualifications:

  • Bachelor’s degree in Arts, Business, Commerce, or a related area.
  • Project Manager Certificate preferred.
  • 5 years’ experience in project planning, coordination and management, preferably in a post-secondary environment or a combination of education and experience.
  • 2 years of supervisory experience.
  • Experience working with Indigenous communities, organizations, governments.
  • Experience with budget preparation and administration including grants monitoring.
  • Experience coordinating and facilitating training programs. Experience with event planning and organization.
  • Highly motivated and ability to work independently and as part of a team
  • Excellent presentation and communication skills – both verbal and written
  • Exceptional interpersonal skills with the ability to build and maintain effective relationships.
  • Excellent organizational and time management skills, with the ability to manage deadline pressure, ambiguity and change.
  • Demonstrated ability to supervise and lead a team for all related projects.
  • Strong analytical, problem-solving and decision-making skills.
  • Well-developed conflict management skills, with the ability to exhibit tact and confidentiality.
  • Proficiency with Microsoft Office applications, including Word, Excel, PowerPoint, and Outlook, or equivalent software.
  • Familiarity with grants and fundraising processes is an asset.
  • Familiarity with Indigenous protocols is an asset.

An equivalent combination of education, experience, skills, knowledge and abilities may be considered.

The salary range for this position will be from $63,008.40 to $87,269.00 annually.
