The university’s Strategic Integrated Plan 2020-2025 is an ambitious vision for the future, anchored in Carleton’s strengths and student-centric, community-engaged values.Duties And ResponsibilitiesReporting to the Director, Research Ethics and Security, within the Office of the Vice President, Research, Innovation and International (OVPRII), the Research Security Manager will advance Carleton University’s commitment to pursue, mobilize and share knowledge in a reciprocal and responsible way.The Research Security Manager will play a pivotal role in advancing Carleton’s research security program by bridging strategic oversight and operational implementation. This position will manage day-to-day activities related to research security, provide expert guidance to faculty and staff, and oversee the development of processes, policy and resources that mitigate security risks in research collaborations, partnerships, and commercialization activities. The incumbent will act as the Director’s delegate when required, ensuring leadership continuity by advancing institutional priorities, exercising sound decision-making authority, representing the office in internal and external forums, and providing strategic guidance and counsel to stakeholders.The Manager will supervise the Research Security Advisor and coordinate with internal stakeholders to ensure compliance with multi-jurisdictional research security funding requirements. This role requires a proactive, collaborative leader who can translate strategic objectives into actionable plans while fostering a security-aware research culture.Key ResponsibilitiesProgram Management & LeadershipOversee the implementation of Carleton’s research security program, ensuring alignment with institutional strategy and national security objectives.Supervise and mentor the Research Security Advisor and other support staff as required.Exercise tact and diplomacy ensuring appropriate management of sensitive and complex issues, and engage with leadership and stakeholders to present and/or discuss confidential information in a discrete manner.Collaborate with partner units to safeguard research and researchers, including (but not limited to) Information Technology Services, MacOdrum Library, and the Department of Risk Management.Regulatory ComplianceCoordinate timely and accurate risk assessment reviews for research projects, partnerships, and funding applications.Identifies research programs and assets involving Controlled Goods and export-controlled items, and proactively connects researchers with appropriate internal or external contacts to ensure compliance in handling, transfer, and export processes.Risk Analysis & AdvisoryConduct due diligence using open-source research techniques to identify, assess and document potential risks to research and researchers, recommending appropriate risk mitigation strategies and strengthening grantsmanship through the provision of strategic advice and substantive review of funding applications.Establish and maintain clear service-level expectations, including defined turnaround times for risk assessments and compliance reviews, ensuring timely support for faculty, staff, and institutional partners.Keep abreast of relevant international, national and provincial news, policies, initiatives and legislative frameworks related to research security. Based on these findings, and as required, prepare briefs, strategic assessments and recommendations for a variety of audiences including academic and research leadership.Policy Development & ComplianceContribute to the development and refinement of institutional processes, strategies and policies related to research security (controlled goods, export controls, sanctions).Monitor and interpret evolving provincial, national and international research security standards and legislative frameworks.Training & EducationPlan, develop and deliver new university-specific educational, promotional and training materials as required, and covering a diverse range of topics.Be an approachable, reliable and trustworthy resource on evolving research security practices and policies, promoting the positive development of a security-aware research culture.Serve as a trusted liaison between Carleton and external stakeholders, including government agencies and partner institutions.QualificationsThe incumbent must possess the following qualifications:Proficiency in Microsoft Office Suite (Teams, PowerPoint, Excel), .pdf editors, and experience with databases.Excellent organization, time management and project management skills.Demonstrated knowledge of geopolitics, national security, research security, cyber security, and the threat environment.Demonstrated ability to exercise sound judgment and manage high volume, sensitive, and confidential information with tact, discretion, and professionalism.A high level of interpersonal skills and the capacity to listen effectively and sensitively to a broad range of diverse stakeholders, including faculty and staff membersStrong research skills with an ability to prepare detailed guidance resources for compliance and export control purposes.Ability to work independently and collaboratively in a complex multi-stakeholder environment.Skilled in designing and delivering training programs.Knowledge of emerging provincial, federal and international research security standards, policies and programs.Ability to obtain and maintain certification as an Alternate Company Security Officer (must be a Canadian citizen or permanent resident), and as a Designated Official Controlled Goods (via the Controlled Goods Risk Assessment Process) is required.Education And ExperienceThe above is normally acquired through the completion of:A post-secondary degree is required. A graduate degree with relevant experience is an asset. Various academic backgrounds will be considered.Minimum three years of progressive experience in a research environment, preferably in post-secondary education or government.Minimum three years of experience leading small teams or cross functional initiatives in a complex or investigative environment.Minimum five years of experience in research security, risk management, or a related field.Work experience in an academic or funding agency environment, a government national security and/or geopolitical environment, and/or an open-source intelligence gathering organization is an asset.Experience creating analytical and advisory products from diverse information sources and experience in open-source information collection and analysis is an asset.Experience acting in either a Designated Official role or an Alternative Company Security Officer role is an asset.Background in intellectual property considerations in research collaborations and commercialization is an asset.HR NoteEquivalencies will be considered.
