Ottawa, Canada CADTH Full time

Monday, April 15, 2024

Status: Full time, indefinite

Salary range: $ 97,000 to 121,000 per year

CADTH is Canada’s drug and health technology agency. We are an independent, not-for-profit organization headquartered in Ottawa, with a satellite office in Toronto. Funded by Canada’s federal, provincial, and territorial governments, with the exception of Quebec, CADTH provides independent information and advice to the country’s publicly funded health care systems. Health administrators and policy experts rely on CADTH to inform their decisions about the funding and appropriate use of the drugs, devices, and services used to prevent, diagnose, and treat medical conditions.

CADTH is proud to be a 2024 National Capital Region Top Employer. This recognition celebrates CADTH's dedication to fostering a workplace environment that nurtures growth, innovation, and inclusion, diversity, equity, and accessibility (IDEA). It reaffirms our ongoing efforts to create an outstanding workplace where our employees thrive and feel valued.

Most CADTH employees participate in a hybrid workspace arrangement that allows for flexibility and enhanced work-life balance. CADTH believes in the positive impact of in-person collaboration and the importance of team building. Added consideration is given to qualified candidates who live near its offices and can participate in a hybrid arrangement. Those applying to CADTH must be located in Ontario, except in rare circumstances where the employment position is deemed remote.

Primary Focus

Contribute to the advancement of Canada’s Drug Agency data and analytics function, as announced by Health Canada on December 18, 2023, by supporting the following 3 core activities through close collaboration with internal and external partners:

  • Increase pan-Canadian data collection and access by advancing existing, high-impact projects as well as by initiating promising pilots that improve the data foundation, data access, and system-level analytics.
  • Enable robust system data analytics to support improved health outcomes, with capacity development for appropriate prescribing and use, decisions to list or delist, and others.
  • Convene and coordinate to optimize the complex pharmaceutical data ecosystem and align shared initiatives and broader health data priorities (e.g., Working Together to Improve Health Care for Canadians Plan).

This role will be instrumental in guiding the organization’s efforts in this new area of work, including contributing significantly to the development of a Data and Analytics Strategy and Workplan within the first year. This role also entails strengthening collaboration with partner organizations to advance a common agenda; leveraging opportunities based on changes in the provincial, territorial, and federal health and policy environment; building internal knowledge and expertise; and monitoring and evaluating progress and impact. The work priorities of this role will build on the pan-Canadian Prescription Drug Data and Analytics Initiative, created by the Canadian Drug Agency Transition Office, in consultation with provinces, territories, and other partners.

On any given day, the Lead, Data Systems and Analytics will:

  • support the development and implementation of a Data and Analytics Strategy and annual business plans, and contribute to the successful execution of the Data and Analytics Workplan
  • support the establishment of a data and analytics capacity at CADTH focused on patient-centred outcomes, which will serve policy decisions regarding formulary listings, postmarket drug safety, and appropriate use guidance, among other things
  • collaborate with internal and external partners, help enhance coordination and alignment of activities, and build connections and trust with key decision-makers
  • support planning and preparation for pan-Canadian advisory panels, working groups, and committees comprised of both internal and external partners; participate and contribute to bilateral and multilateral meetings with partners
  • lead the development of internal knowledge and expertise related to pan-Canadian data systems and analytics strengths, weaknesses, gaps, and misalignments, as well as awareness of international approaches to data and analytics
  • monitor the domestic and international health and health policy landscape to identify emerging priorities in data and analytics
  • consolidate complex information into meaningful and accessible insights to support decisions, briefing notes, implementation plans, presentations, and other communication materials
  • act as the primary point of contact for inquiries related to the assigned priority areas in the data and analytics portfolio
  • represent the organization and the drugs and analytics functional area at relevant meetings within Canada, as required
  • support Canada’s Drug Agency initiatives from a data and analytics perspective, including appropriate use.

Is this the right role for you?

The Lead, Data Systems and Analytics will likely have:

  • a postsecondary education in a related discipline coupled with progressive related experience working in a multistakeholder, data-driven environment that is normally attained over a 5 year period; an equivalent combination of education and experience may be considered
  • experience leading and coordinating consultative processes and analytical projects
  • experience analyzing large datasets in a health data-driven environment and/or using data to produce insights to drive decision-making
  • experience providing policy advice and recommendations, and developing and presenting new ideas and approaches to senior leaders for consideration
  • experience monitoring contracts and achievement of deliverables
  • a broad knowledge of existing and emerging priorities related to health care, data access and analytics
  • knowledge of the pharmaceutical ecosystem and the roles of its stakeholders
  • exceptional communication and relationship management skills
  • the ability to translate complex information into concise and accessible insights
  • the capability to act as a natural collaborator and bring key internal and external partners together to move projects and initiatives forward
  • a proactive approach and resourcefulness to find solutions and adapt to changing priorities
  • the ability to influence without authority
  • the ability to communicate effectively in writing, translating complex concepts into clear and concise language and messages that align with the organization's goals and resonate with internal and external partners.

What will set you apart?

The following are considered asset qualifications:

  • a graduate degree from a recognized postsecondary institution with a specialization in economics, sociology, health science, data science, or statistics
  • knowledge of the health data systems in Canada, data management, and analytical tools, as well as how the data can be leveraged to inform strategic decision-making and policy formulation
  • fluency in French.

  • a comprehensive benefits package for employees and dependents, including health, dental, life, and travel insurance, a health spending account, and an employee assistance program
  • paid time off (including a minimum of 4 weeks' vacation, sick leave and life leave, a December holiday closure, and other leave options)
  • opportunities to work with and learn from highly specialized professionals
