Project Description: Cloud, Technology, Infrastructure and Security Services (CTIS), a division within the company has established a multi-year program to modernize and optimize applications and the underlying hosting infrastructure and services that support them. The end state target is a modernized environment that takes advantage of modern application provisioning and hosting services including SaaS, PaaS, and IaaS. In addition to the inherent benefits expected through application modernization, additional program drivers include mitigating/optimizing investments in current on-premise hosting environments through consolidation and workload optimization, and ensuring that the organization focus and mandate to strengthen security posture in alignment with established security standards is a central tenant of program planning and execution.

This role will be required to interface with other established programs on a regular and ongoing basis to successfully deliver the program’s scope and mandate including, but not limited to, Kamloops Data Centre, Sustain & Growth, Cyber Security Modernization, and Cloud Adoption. In addition, this role will be expected to interface with a broad set of stakeholders across CTIS, PDHIS, and client organizations through existing or program centric governance structures to be established.

Services Required:

An expert level Program Manager is required with the requisite demonstrated experience to formalize, manage and optimize a complex program of work. The Program Manager’s responsibilities include: Establishing, monitoring, and optimizing the program framework and tactical plan to implement requirements for advancing the organizations’ security posture in collaboration with the Cyber Security Program Executing key workstreams for Year 2 of the program including: Finalizing the list of applications in scope for Year 2 Establishing agreed to criteria that guides decision making on the appropriate landing zone for in scope applications (E.g. cloud or on-premise) Establishing the requisite landing zones for in scope applications Assessment and optimization of landing zones, application migration strategy and related engineering economics Development of the application migration roadmap for future years Development of the consolidation and optimization plan for on-premise data centres in alignment with the application migration roadmap and operational drivers Providing leadership in stakeholder engagement and governance forums to advance program objectives including required decision making

Example Deliverables Include: Developing an maintaining collateral to support future phase scope, deliverables and funding requirements including but not limited to briefing notes, budgetary estimates, presentations and business cases Developing and maintaining collateral to support governance and stakeholder engagement and decision making Developing and maintaining program organizational change management strategy and tactics Establishing and monitoring project domain capabilities including, but not limited to, resource capacity, risk/issue, budget, schedule, and demand management Establishing role and responsibility artifacts to manage the interface and accountabilities between different project streams and between programs Establishing, maintaining and optimizing reporting requirements in alignment with organizational and Technology Planning and Delivery standards The secure hybrid cloud ‘Landing Zones’ for migrated applications deployed and configured Documented financial model developed with costs aligned to phased migration roadmap Documented application migration methodology Development and execution of the application migration roadmap Required security audits completed

Constraints and Special Considerations:

10+ years leading programs focused on enterprise IT implementation initiatives including cloud migration, application modernization and hosting services. Proven experience with developing and executing complex program governance Previous experience in the Health and Public Services sectors is highly desired. Knowledge of application modernization and hosting technologies and industry trends an important asset

Self-awareness and ability to assess personal performance Attention to detail and prioritizing tasks Experience with frameworks and business case development Experience planning for and managing organizational change
