Strategic Pursuits Manager – WSP in Canada Job Description WSP is looking for a Strategic Pursuits Manager within our Transportation & Infrastructure business line. The role is part of the Strategic Pursuits and Alternative Project Delivery group (SP+APD) and will support the implementation of strategic initiatives and manage the win cycle (Capture Management, Expression of Interest (EOI), Statements of Qualifications (SOQs), Requests for Qualifications (RFQs), Requests for Proposal (RFPs)) for major opportunities. This internal, client‑facing role requires mentoring while owning the development of major project pursuit programs and winning proposals with engineering joint‑venture partners, subconsultants and design‑builders. Responsibilities Coordinate implementation of strategic initiatives with the Strategic Pursuits Director. Manage the win cycle of major projects – from capture strategy, negotiation of schedules, articulation of win themes, to coordination of internal and external stakeholders. Review and track requirements to ensure compliance with bid guidance documentation. Develop and edit proposal content, managing input from technical subject matter experts. Create work plans, delivery schedules, arrange and facilitate meetings and workshops, develop agendas, respond to critical correspondence and collect lessons learned. Maintain SP+APD content libraries of historic project information and past submittals. Participate in internal and client bid management committees and colour reviews (Pink, Red, Gold) to deliver updates and manage expectations. Work with stakeholders across the organization – senior management, shared services, multidisciplinary technical teams – to keep working relationships strong. Research, capture and analyse industry intelligence (opportunities, competitors, partners) to improve processes and best practices. Qualifications Five or more years of experience in proposal development or a similar environment; preference for those with prior experience in engineering consulting or professional services firms. Knowledge of alternative delivery contact models (Design‑Build, Public‑Private Partnership, Progressive Design‑Build, Progressive P3, Alliance, IPD) desirable. Bachelor’s Degree or equivalent work experience in project management, construction management, engineering, finance or related field. Strong project management skills: prioritise, set and manage schedules, coordinate multiple projects. Strong interpersonal and communication skills for continuous interaction with team members, project leadership and external clients. Excellent written and verbal skills, including editing and proofreading. Strong analytical and strategic thinking abilities. Proficient with Microsoft Office, SharePoint and cloud‑based technologies; Adobe Suite is an asset. APMP, PMP or comparable designation is an asset.
