NATURE OF WORK: This position is responsible for the provision, operation, coordination, planning and effective and efficient usage of the City of Regina's sport facilities. This position leads facility allocation and scheduling of arenas, athletic fields, ball diamonds, schools, tennis courts, outdoor rinks, park spaces, picnic spaces and provides support services to special events on City property. The position manages and supervises the sport and recreation facility staff and the central scheduling staff and reports to the Manager Sport and Recreation. DUTIES AND RESPONSIBILITIES: Plans, directs, supervises and coordinates the City of Regina's sport and recreation facilities. This includes the provision, coordination, operation and scheduling of the multi‑sport venues, athletics fields, ball diamonds, outdoor rinks, arenas, skateboard facilities as well as other sport and recreational facilities. Provides input, expertise and contributes to the development, operation and/or maintenance of such facilities. Identifies, coordinates and recommends policies, procedures and practices for the development, delivery and operations of assigned facilities and services. Formulates service‑delivery plans, processes and performance indicators and measures; monitors effectiveness and efficiency and recommends improvements to related facilities and services. Leads and provides support services to special events on City property which includes managing various internal and external stakeholders to attract and deliver major sport and recreation events. Develops on‑going partnerships with community‑based sport and recreation organizations for the delivery of programs and services to the public. Provides advice, direction and assistance through consultative services to sport and community recreation organizations related to the provision, operation and utilization of assigned facilities and services. Develops and maintains productive partnerships with volunteer organizations who operate and deliver programs at city‑owned facilities. Facilitates external groups who have partnered with the City to complete project plans or deliver community events. Facilitates, negotiates, develops and manages partnerships and agreements related to facility and service development, operation and enhancement. Ensures community events are delivered in accordance with policy and in alignment with the Citys Vision and Strategic Priorities. Prepares related operating and capital budgets, approves requisitions, expenditures and other transactions within the limits of authority; monitors operating and capital expenditure and revenue budgets and makes recommendations to maximize efficiency. Manages all human resources related activities including recruitment and selection; leadership coaching and development; performance management; and labour relations issues for direct reports. Ensures a positive, healthy, respectful and inclusive work environment aligned with the Citys Vision and Contemporary Workplace Strategy. Participates as a member of the Sport and Recreation Branch management team and contributes to policy development, strategic direction, setting and business planning. Ensures implementation and adherence to approved civic policies and practices related to the safe, effective and cost‑effective aspects of the assigned work operation. Prepares a variety of statistical management and committee reports and makes verbal and written submissions and presentations to a variety of stakeholders. Provides customer service and responds to the needs of the public regarding issues relating to all sport and recreation facilities. Manages public complaints and public input processes related to assigned facilities and services. Manages assigned special projects. Performs other related duties as required. QUALIFICATIONS: Knowledge, Abilities and Skills: Considerable knowledge of the philosophy and objectives of municipal sport and recreation service delivery and facilitation of community engagement with particular knowledge specific to sport and recreation facility standards, trends, special event planning and program delivery. Considerable knowledge of planning and executing major special events. Knowledge of strategic short and long‑term planning principles and practices. Knowledge of public participation processes, group dynamics and facilitation and team building. Ability to negotiate agreements and develop partnerships through problem‑solving, stakeholder involvement, collaboration, effective facilitation and consultation. Ability to express ideas, requirements and problems effectively orally and in writing. Ability and willingness to be accountable for personal performance, the performance of staff and be an active and effective team member. Ability to develop and maintain strong working relationships and partnerships with staff, supervisors, elected officials, external agencies and the public. Ability to provide direction, leadership and guidance to staff ensuring assigned functions and tasks are completed in accordance with division guidelines and policies. Ability to establish and maintain a network of positive and productive relationships with volunteers, local businesses, community groups and the general public. Ability to analyze data, situations and problems, document findings, draw conclusions and recommend required changes and additional research requirements. Demonstrated skill in budgeting, management, reporting and time management. Ability to work with a high degree of initiative, independence and creativity to coordinate strategy and initiatives supporting the sport and recreation facility operations. Ability to translate program and services needs into facility requirements. Ability to use various computer software programs. EDUCATION AND EXPERIENCE: The knowledge, skills and abilities required for this position are obtained through completion of a University degree in Recreation Administration or Business Administration with courses in recreation and facility management coupled with a minimum of five to eight (5‑8) years related experience.
