We strive to create a workplace that mirrors the richness of our community, empowering all employees to achieve their full potential.Manager, RBT2 Finance and Reporting role at Vancouver Fraser Port Authority.Join us in enabling trade through Canada’s largest port.The Manager, RBT2 Finance and Reporting is accountable for managing the finance and funding workstream and business case analysis to support financial decision making on the Roberts Banks Terminal 2 (“RBT2”) project, a multi-billion-dollar multi-project program. The role manages the coordination and tracking of inputs into the financial model to ensure they are fit for purpose for due diligence and managing 3rd party reviews of estimates. In addition, they are responsible for overseeing the accounting, cost management, analysis and reporting for the program.What You DoManage the finance workstream and business case and related analysis to support investment in RBT2.Manage updates to the business case to ensure assumptions are kept up to date and suitably documented and defensible to support the organization’s decision process for the RBT2 program and fit for due diligence. This includes analysis of key risks, and development of mitigations, where optimal. Challenge workstream leads on assumptions to ensure no inconsistencies between assumptions and contribute to establishing a business case that will withstand due diligence by potential investors and funders to the project.Suggest approaches to structuring the program that will attract investment in the program.Manage the demand and handling rate forecast and related report updates as needed during the project to ensure they are fit for purpose for diligence.Review value engineering, different risk tolerance levels and other scenarios and assumptions that arise to identify implications on business case. Clearly present results to allow decision makers to proceed with the preferred solution.Support pursuit of funding sources for the program through working with the financial advisor on data room requirements and responding to participants queries by, leading the coordination of SME responses in a timely manner, and ensuring internal consistency and appropriateness of information shared. Ensure processes in place with the financial advisor to provide clarity and consistency of documentation shared with potential program partners (as appropriate) and ensure integrity of VFPA’s proposal is maintained.Manage the supply of information to Transport Canada as well as for other due diligence processes.Manage the invoicing process across the RBT2 program.Manage payment approval process for project costs.Manage formalized project cost management systems and processes to enable effective cost management.Control project costs and contingency through proactively managing cost changes and ensuring that changes to the baseline are conducted through auditable control processes.Work with the Manager responsible for the Program cost, schedule and risk to highlight, investigate and reconcile discrepancies between the actual costs incurred and the approved budget.Plan, implement and review departmental staffing requirements for areas of responsibility, including the determination of clear position descriptions, accountabilities and reporting arrangements to optimize service delivery to all stakeholders. Ensure that resourcing requirements are communicated to the Director to ensure the function is appropriately resourced.Liaise with human resources on employee relations (selection, training, performance management, conflict resolution, etc) and labour relations matters.Manage direct reports, ensuring that teams and individuals are motivated, have defined position descriptions and reporting arrangements, their performance goals are clear and actively managed and development needs are defined and addressed.Perform other assigned duties as required.What You BringA Chartered Professional Accountant designation or equivalent, plus a minimum of 5 years of financial modelling, business case development, cost management and reporting experience at a management/ leadership level, or an acceptable combination of education and experience.Experience leading the financial delivery of large capital projects including cost management, and familiarity with cost estimates and contingency assessments.
