The
manager, rbt2 habitat offsetting delivery
is responsible for leading the delivery of VFPA's offsetting projects for the Roberts Bank Terminal 2 (RBT2) Project. This includes leading the detailed design, procurement and construction of approximately 100 hectares of new habitat in the lower mainland to offset the effects of RBT2 impacts on fish and other marine life and associated habitat to meet the requirements of regulatory approvals and associated conditions.
This position is also responsible for building and leading high performing multi-disciplinary teams consisting of internal and external resources to ensure successful outcomes. This includes building and maintaining relationships with First Nations groups, external partner agencies and stakeholders; leading consultant and contractor performance management; negotiating contracts and other agreements; and ensuring all work is undertaken in accordance with VFPA policies and directives.
What You Do
- Lead the planning, design, permitting, communication, consultation, procurement, and construction activities
- Manage the team including partners, consultants and contractors. Manage contractor selection, contract preparation and execution, and final acceptance of deliverables
- Negotiate with and manage the performance of consultants and contractors, to ensure value for money and quality of service
- Ensure the development, approval, monitoring and communication of project documentation (e.g. project charters, project plans), and appropriate scope, budget or schedule change management documentation and control. Identify and manage risks and issues. Conduct lessons learned to support continuous improvement and prepare project close-out
- Plan for and lead the public and Indigenous consultation and communication from a proponent's perspective
- Build relationships and collaborate with First Nations partners, regulators and permitting authorities (e.g. DFO, IAAC, BCEAO), including ensuring compliance with commitments
- Prepare and obtain all necessary permits (e.g., FAA, DaS, PER). Ensure proper land tenure agreements are secured when needed
- Negotiate and manage partnerships with agencies and/or organizations when relevant
- Plan for and monitor completed habitats against designed performance
- Prepare and execute remediation plans when necessary
- Manage Habitat Bank credit (deposit and withdrawal) approvals with VFPA Habitat Enhancement Program (HEP) and DFO
What You Bring
- Bachelor's degree in science, engineering or another acceptable discipline with a minimum of five (5) years' experience leading the delivery of infrastructure projects, from design to procurement and through to construction, preferably related to habitat infrastructure. Or an acceptable combination of education and experience may be considered
- Experience in managing projects and programs involving infrastructure or supply chain, preferably with extensive public and/or Indigenous groups collaboration and consultation
- Extensive experience managing a team, business planning and overseeing a workstream or project budget
- Experience managing the services of consultants and contractors with attention to detail
- Experience in working with multi-discipline engineering and science teams, an asset
- Professional designation & PMP Certification would be considered assets
