Director of Development, Engineering and Operations Join the Municipality of Crowsnest Pass as the Director of Development, Engineering and Operations. This senior leadership role oversees key municipal functions, including Transportation, Fleet, Utilities, Development, and Trades, and implements the Capital Plan. Position Summary As the senior administration team member, you will strategically manage the department’s functional areas, providing direct leadership to the Managers of Utilities, Development and Trades, Transportation, and the Administrative Assistant. Key Performance Measures Budget Process – timeliness and completeness of budget presentations. Budget Variance – measured in dollars and percentage over or under budget. Planning Process – timeliness and completeness of the plan. Communications – timeliness and completeness of reports to the CAO, staff, and Council. Operational Effectiveness – service standards for each department function. Core Areas of Responsibility Prepare annual departmental capital and operating budgets, monitor, control, and authorize spending within approved limits. Establish department business plans aligned with the Municipal Strategic Plan, Mission, and Vision, supporting cost recoveries. Participate as a member of the Municipal Leadership and Management Teams, collaborating across functional areas. Build and maintain relationships with internal departments, community partners, and government agencies. Lead regular meetings with department managers to review performance, communicate expectations, and share information. Recommend actions requiring CAO and Council approval. Attend Council and committee meetings to provide information and advice. Lead department staffing, hiring, promotion, succession planning, and performance evaluation. Ensure contracting goods and services complies with legislation, bylaws, and municipal policies. Respond to public inquiries and complaints following municipal policy and procedure. Maintain positive relationships with provincial and federal departments and neighboring municipalities as needed. Support positive labor relations with the union by understanding the Collective Agreement. Knowledge, Skills and Abilities Knowledge of water and wastewater treatment, distribution, and collection systems. Knowledge of municipal operations, public works, and emergency preparedness. Excellent interpersonal and communication skills, both oral and written. Strong analytical, facilitation, and influencing skills. Proficiency in Microsoft Office, SCADA, and GIS. Ability to work independently with minimal supervision within a team environment. Adaptability to a demanding and dynamic work environment. Experience with policy interpretation, implementation, and adherence to organizational procedures. Conflict resolution proficiency. Project and time management experience. Positive leadership and morale maintenance with staff. Education and Experience Preference for a Professional Engineer (P.Eng.) or Certified Engineering Technologist (C.E.T.) registered with ASET. Other relevant degrees considered with supporting work experience. Minimum of five years of progressive management experience leading diverse teams of operations, development, and engineering professionals, ideally in a municipal setting. In-depth knowledge of engineering practices, standards, and guidelines, including the Municipal Government Act, Environmental Protection and Enhancement Act, and related Alberta statutes.
