The Aboriginal Coalition to End Homelessness Society (ACEH) is in search of a dedicated Sr. Manager to guide high-level development and evaluation of the Culturally Aligned Integrated Support (CAIS) Program, focused on homelessness reduction and prevention across Vancouver Island.

This role primarily involves leading teams across the three Tribal Regions (Coast Salish, Nuu-Chah-Nulth, and Kwakwaka’wakw), to support the design, implementation, and evaluation of the CAIS program. The overall objective of CAIS is to develop a model that can be adapted and localized in other communities across BC with the intended outcomes of reducing and preventing homelessness while providing wholistic wrap-around services.

JOB DETAILS:

Start Date: As soon as possible

Position Type: Full-time, 40 hours per week.

Wage: $34-35 per hour

Location: 736 Broughton Street, Victoria, BC; and other ACEH sites as required

Responsibilities:

  • Lead weekly meetings with each CAIS team across the three Tribal Regions; as well as a monthly full team meeting to discuss progress, planning, challenges, and outcomes.
  • Periodic travel across the three Tribal Regions to participate in community/Nation engagement, provide CAIS-team training, share updates, and build relationships.
  • Lead case management meetings, to support Family Members with reaching identified goals.
  • Support collaborations with community care providers, including co-leading Collaborative Response Network meetings with the ED and/or AED.
  • Create a plan for knowledge gathering with Family Members, to ensure the ACEH continues to develop in accordance with identified priorities and needs.
  • Monitor ACEH and BC Housing program databases weekly for completion and accuracy.
  • Support development of program processes (i.e., assessment tool) and model, inclusive of seven streams of wraparound support – Indigenous Cultural; Housing; Food Security; Restorative Justice; Social, Emotional, Community; Personal Care and Living; Wellness and Substance Use.
  • Provide input into wraparound programming.
  • Produce a comprehensive Annual Report for the CAIS program to share with the Province of BC, First Nations, Family Members, and community partners; reflecting the diverse experiences of urban and rural Indigenous peoples experiencing homelessness.
  • Support with review and processing of rental supplement payments.
  • Review and process invoices as outlined per partner contracts.
  • Produce recommendations, toward continual program improvement.
  • Ensure Cultural Mentors and Elders have abundant support including assistance with administrative requirements.
  • Build meaningful relationships with members of the Indigenous CAIS program.
  • Organize professional development opportunities for staff.
  • Collaborate and support other staff to create cultural events for Family Members.

Required Qualifications:

  • Degree in social work, public health, business administration, organizational design, or an equivalent combination of education, experience, and project management/coordination.
  • Demonstrated knowledge of and experience working within the Housing Sector and aware of available community wrap-around supports.
  • Knowledge of the BC healthcare system and experience working in a primary healthcare setting or experience working with physicians and/or allied healthcare providers preferred.
  • Experience working with Indigenous-led organizations is considered an asset.

Knowledge, Skills, and Abilities:

  • Ability to work respectfully, knowledgeably, and effectively with partners and First Nations, Inuit, and Métis people, adapting to cultural diversity.
  • Demonstrated experience in systems improvement and change management.
  • Ability to demonstrate strong written and verbal communication skills.
  • Skilled at writing, editing, and desktop publishing.
  • Knowledge of health-related issues affecting Indigenous peoples.
  • Ability to work collaboratively with a broad range of medical, clinical, and administrative professionals and understanding of local, regional, and provincial Primary Care, and housing sector professionals.
  • Knowledge of Tenancy Agreements and system navigation in the housing sector is an asset.
  • Knowledge of providing culturally and trauma-informed care; Understanding the intergenerational trauma that occurs because of colonization, Residential Schools, the Sixties Scoop, and other oppressive systems, as well as the history of Indigenous peoples in Canada.
  • Strong project management, program development, and strategic and operational planning skills; Ability to multi-task and balance priorities within tight timelines; Excellent communication, organizational, and decision-making skills, with strong attention to detail and proficient computer literacy skills (Microsoft Office and Google Drive).
  • Ability to learn from other leaders and Elders, modeling the vision and encouraging others to commit to and champion the vision - inspiring others into new ways of working together to provide excellent wrap-around support services within a cultural lens and approach.
  • Ability to work in a holistic, professional, and non-judgmental manner is a requirement.
  • Knowledge or experience working in other rental supplement programs or BC Housing resources and programs.

Required:

  • Willing and able to complete a Criminal Record Check through the Ministry of Justice for working with vulnerable adults.
  • Valid BC Driver's License.
  • Access to a dependable working vehicle
  • Two professional references (no more than three years old)
