Active Transportation and Infrastructure Specialist Join to apply for the Active Transportation and Infrastructure Specialist role at City of Vaughan. Base Pay Range CA$98,221.00/yr - CA$114,904.00/yr Position Overview The Specialist is responsible for supporting the implementation of the City’s active transportation network in accordance with the Vaughan Transportation Plan and the Pedestrian and Bicycle Master Plan requirements and implementation plans. The Specialist reviews and comments on engineering drawings and design/specification documents in support of City-led environmental assessments and detailed design assignments, third party design assignments by York Region, MTO, Metrolinx and others, and development applications as applicable. This results in coordinated and consistent implementation of design standards and approaches across the municipality that improves safety for all users. The scope of review includes retrofit, reconstruction, and new development projects, with a primary focus on detailed design of sidewalks and cycling facilities, as well as associated infrastructure including streetlighting, push buttons, intersection and driveway treatments including AODA, counter locations, etc. and an understanding of impacts on roads, water, sanitary, storm, drainage, grading, etc. Responsibilities Provide Active Transportation design guidance for planning and detail design projects carried out internally and by third parties including government agencies, upper tier municipalities and developers. Ensure Active Transportation design adheres to current best industry practices and coordinate consistent implementation across the City. Provide guidance for the formation of by‑laws related to usage of Active Transportation facilities. Conduct technical review, analysis and comment of engineering drawings and design/specification documents as it relates to Active Transportation for City‑led environmental assessments and detailed design assignments, third party projects (York Region, Ministry of Transportation of Ontario (MTO), Metrolinx), development applications, and other projects as applicable. Participate in Environmental Assessment studies and other applicable studies, including identification, evaluation and selection of alternative/preferred solutions and design concepts as it relates to pedestrian and cycling facilities in support of implementing a multi‑modal transportation network. Support feasibility studies and functional design projects for active transportation facilities and associated consultation to streamline and support upcoming City‑led detailed design and construction projects as per the Pedestrian and Cycling Infrastructure Implementation Program. Conduct technical problem investigations, including site inspections/assessments and lead studies, analysis, surveys, research and development for effective solutions of complex engineering problems as it relates to the implementation of active transportation infrastructure. Assist in the preparation and update of City Standards and design criteria/specifications, policies and procedures to ensure compliance with best practices, Council directives and changing government regulations. Act as the City’s representative in liaising with the general public, property owners and residents, other departments, utilities, consultants, developers, working committees, and other industry members on initiatives involving active transportation infrastructure standards and materials. Collaborate with other technical personnel in managing assigned projects, ensuring effective teamwork and communication, achieving high standards of work quality and organizational performance and continuous learning. Provide active transportation engineering expertise to City staff, the public, consultants, etc. and respond to inquiries from Councillors, the general public, property owners and residents, other departments, utilities, consultants, developers, working committees and other industry members as required. Initiate meetings with staff, developers and other stakeholders, to resolve active transportation infrastructure implementation challenges in accordance with City standards and guidelines as well as current best practices. Prepare Council/Committee reports and presentations as directed. Maintain a thorough knowledge of active transportation engineering trends / industry standards and consultation practices. Monitor the preparation, compilation and update of City standards, policies, procedures and design specifications relating to active transportation systems / infrastructure. Develop and monitor the City’s bike and multi‑use pathway counter program and use metrics to inform future projects and justification. Document lessons learned from completed projects, considering feedback from internal and external project team and other stakeholders as well as the public, such as administering satisfaction surveys relating to active transportation systems / infrastructure. Perform other related tasks, as assigned and/or in accordance with job responsibilities or necessary departmental or corporate objectives. Ensure compliance with the Occupational Health and Safety Act and Regulations and the corporate Occupational Health and Safety Policy and related procedures. Qualifications and Experience Three (3) year College Diploma in Engineering (Civil, Transportation, Active transportation or related engineering field of study) or University Degree in Engineering or an approved equivalent combination of education and experience. Minimum of five (5) years of experience in a transportation engineering design and construction experience. Professional Engineer (P.Eng) OR/ Registered Professional Planner (RPP) OR/ Certified Engineering Technologist (CET). Knowledge of methods and technologies related to design and construction of transportation preferably active transportation infrastructure, including reading and interpreting site plans, engineering drawings, specifications and constructability. Excellent knowledge of transportation engineering industry standards, trends, emerging technologies and applicable legislative requirements specifically as it applies to active transportation and micromobility. Well‑versed in Ontario Traffic Manual (OTM) Book 18: Cycling facilities, OTM Book 12A: Bicycle Traffic Signals, National Association of City Transportation Officials (NACTO) design guidelines and Accessibility for Ontarians with Disabilities Act (AODA) design and accessibility. Knowledge of the Environmental Assessment Act, the Planning Act and other related government, labour, employment and human rights legislation. Knowledge and understanding of transportation and urban planning principles and the interrelationship between transportation and land use. Proficiency with specialized computer software applications and techniques for design and analysis work in the field of transportation engineering. Excellent verbal and written communication skills to convey technical analysis, methodologies and results to a non‑technical audience. Ability to work effectively with members of Council, staff, stakeholders, consultants, contractors, developers and the public. Demonstrated ability to work independently and collaboratively in a team environment. Knowledge of and demonstrated ability in the City’s core and relevant functional competencies. Valid Ontario Class ‘G’ driver’s license in good standing and reliable vehicle to utilize on corporate business.
