Job Title: Manager, Capital Project Implementation Posting Date: January 22, 2026 Closing Date: February 6, 2026 Branch/Department: Toronto Reference Library Division: Branch Operations & Customer Experience Employment Type: Permanent Full Time Job Summary Reporting to the Senior Manager, Capital Project Planning and Implementation, the Capital Projects Manager is responsible for fostering the creation of safe and welcoming facilities and environment, and supporting the implementation of the 10-year Capital Project Plan consisting of multiple Capital Projects and large SOGR projects at various project management stages, from initiation through close-out. The Manager, Capital Project Implementation will provide leadership for local BOCE managers and teams in completion of BOCE-led project elements including, but not limited to, development of the Project Service Plans, development of the Project Consultation Plans, development of Alternate Service Plans where appropriate, Branch closures and reopenings. As well, the Manager, Capital Project Implement will support local Managers with Councillor communications, as required. The Manager will support BOCE District Managers and branch staff in implementing the appropriate management processes. The Capital Project Manager represents the Capital Projects Team on existing internal TPL teams; and with external stakeholder groups and City Divisions. Duties Manage the Capital Projects Team, including people management and daily operations. Effectively communicate policies, programs and services to internal and external stakeholders. Ensure the achievement of goals and objectives for the area of responsibility. Recommend annual budget allocations and maintain budget control. Assume responsibility for the department or area in the absence of the Senior Manager. Hire new staff, transfer, promote, approve wage increases and confirm performance evaluations. Discipline, terminate, participate in grievance procedures and administer collective agreements as required. Manage training, development and supervision of all levels of staff in the area of responsibility. Participates in procurement activities for Library Capital and SOGR projects along with Facilities. Represent the Library in appropriate community and professional organizations, like the Ontario Library Association, specifically with Planning for the Library as Place conference. Design, manage and monitor performance measures for the area of responsibility. Plan and manage the delivery of presentations, public open houses and branch closing and opening events with the local staff teams and the designated communities where projects are taking place. Contribute to service development and delivery through leadership in capital project meetings and system committees or other projects. Qualifications Post graduate university degree in library or information science from an accredited program, or a recognized library degree equivalent A minimum of 5 (five) years’ experience in delivery of Capital Projects or delivery of a complex project that follows a standard project management framework that has a significant scope of work in terms of budget and involves multiple locations or creation of a new service or workflow Experience in managing a team of professional and support staff, preferably in Capital Project Planning and Execution or Project Management Demonstrated ability to establish effective working relationships and collaborative work approaches Committed to providing efficient, responsive and innovative service to clients Demonstrated capacity for problem solving, results orientation and creativity Highly developed oral and written communication skills Superior facilitation and interpersonal skills Knowledge of developments in library field and relevant legislation Proven ability in managing change.
