A key benefit of the modernized platform is a sustainable support model. Historical modernization exercises produced requirements documentation that will be the starting point for this initiative. The Analysis Phase of this project will produce a business requirements document (BRD) that is informed by both clients and technical teams within the Office of Chief Information Officer (OCIO). The Scope Of This Initiative Includes Medical Care Plan (MCP) information system (MCP System) Hospital Reciprocal System (OOPC System) Evaluation Matrix Instructions Vendor Desired Skills Score (65%) Vendor Experience (20%): Describe the principal business, including corporate history and specific experience of delivering mainframe modernization or similar large‑scale migration projects within the past five years. This includes at least 2 clear examples of comparable work, the vendor’s role and responsibilities, technologies used, and outcomes achieved. Provide contact information for at least two recent project or assignment related examples. NOTE: Experience with health information or health information projects are considered an asset. Proposed Team (20%): Demonstrate a qualified project team with relevant experience in mainframe modernization and similar large-scale projects. Include key roles, their responsibilities, and resumes highlighting technical expertise and certifications (as relevant). Clearly state team members’ availability, including back‑fills and subcontractors if required. Prior involvement in comparable projects should be included to demonstrate capability and continuity. NOTE: Experience with health information or health information projects are considered an asset. Approach/Methodology (25%): Outline a clear, structured approach for delivering the Discovery Phase. Outline a project plan and schedule, with assumptions for completing the Discovery phase. Include key milestones, governance, risk management and quality assurance practices. The method should include assumptions or considerations for future phases. Qualifications Description of how Vendor meets each requirement NOTE: Highlighting the use of AI‑driven tools or techniques for automation, predictive analytics, or optimization will be considered a significant value add. Price Score Weighting (25%) Project Cost (25%): Outline a fixed‑price cost for the Discovery effort, including budget breakdown and any milestone payments. Note: Include any assumptions for subsequent phases, such as high‑level resource considerations, project plan approach, high‑level cost estimation approach. Presentation Score Weighting (10%) Presentation (5%): Short‑listed vendors will provide a virtual presentation summarizing their proposal, approach, and key differentiators. Communication (5%): Vendors should demonstrate clarity, conciseness, and strong communication skills while effectively addressing project requirements.
