Job Summary

Fraser Health is seeking a Client Partner for our Exposure Prevention team within Safety and Well-being. This role will work as part of a team to implement an Advanced Respiratory Protection project as well as have the opportunity to gain valuable experience supporting our respiratory protection program, chemical decontamination program and providing associated education and training. The successful candidate will anticipate, recognize, evaluate, and control chemical, biological, and physical stresses in the work environment.

Key Responsibilities:
Develop, implement, and evaluate Fraser Health policies, regional programs, procedures, and protocols for exposure prevention.
Provide direction to senior leadership, managers, and the Safety & Well-being team on the Workers Compensation Act, Occupational Health and Safety Regulation, and related federal regulations and standards.
Conduct literature reviews and research to develop and implement evidence-based best practices across Fraser Health and Provincial programs.
Provide leadership and engage the Safety and Well-team, department managers, supervisors, and employees on:
Interpretation and application of WorkSafeBC regulations, CSA/ANSI standards of practice, and other applicable local, provincial, and federal regulations and standards.
Appropriate intervention and/or prevention measures.
Methods to report and record occupational hygiene issues.
Qualifications:
Master of Science degree in Occupational Hygiene or equivalent education.
Five (5) years of recent related experience, preferably in a healthcare environment, including program planning, implementation, evaluation, and adult education, or an equivalent combination of education and experience.
Registered member of an appropriate professional organization (e.g., AIHA, ACGIH).
Eligible for registration as a Certified Industrial Hygienist (CIH), Registered Occupational Hygienist (ROH), and Canadian Registered Safety Professional (CRSP).
Current valid Class V BC Driver’s License and unrestricted access to a personal vehicle for business-related purposes.
This is a 1 year  temp   Full-Time  position that will involve travel to across sites within our Health Authority.

Detailed Overview

Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:
Reporting to the Leader, the Client Partner, Exposure Prevention is responsible for the planning, development, implementation, maintenance and evaluation of authority-wide Occupational Hygiene policies and programs. The Client Partner provides leadership to provincial, organizational and operational leaders and clinical staff in the development, implementation and evaluation of facility design standards, education and training, and equipment/product selection as it relates to Occupational Hygiene programs and in alignment with federal regulations. The Client Partner works collaboratively to support strategic planning initiatives through designing, developing and leading research studies, exposure assessments and product evaluations and liaises with various external agencies to exchange best practice program and process innovations. Represents Fraser Health on external committees, including determining and selecting new vendors/products.

Responsibilities

Develops, implements and evaluates Fraser Health policies, regional programs, procedures, and protocols for preventing exposures arising in or from the workplace which may cause illness, disease, or significant discomfort for employees. These standards encompass anticipating, recognizing, evaluating and controlling chemical, biological, and physical stresses in the work environment.
Interprets and provides direction to senior leadership, managers, and the Safety & Well-being team on the provincial Workers Compensation Act, Occupational Health and Safety Regulation, and standards as well as related federal regulation and standards.
Conducts reviews of literature and research to develop and implement evidence-based best practice across Fraser Health and Provincial programs.
Provides leadership to and engages the People Health, Well-being and Safety team and department managers, supervisors and employees on: the interpretation and application of WorkSafeBC regulations, CSA/ANSI standards of practice, other applicable local, provincial and federal regulations and standards, appropriate intervention and/or prevention measures, and methods to report and record occupational hygiene issues.
Conducts initial and ongoing exposure monitoring to quantify exposures by applying statistical methods and modelling to prepare relevant technical reports and associated requirements. Determines effective control measures to limit worker exposures through the hierarchy of controls and advises on associated controls which may include: facility modifications, equipment purchases, changes in work practices, training, and/or protective equipment.
Develops, implements, and evaluates standardized instructional programs and training materials to assist managers, supervisors and employees.
Organizes and leads provincial and Fraser Health regional committees/working groups with key stakeholders to address prevention strategies for assessing, evaluating, and controlling hazardous exposures.
Provides direction to Human Resources, leaders and other clients respecting grievances that pertain to the OH&S program.  This includes analysis and strategizing on the employers’ position, preparing appropriate correspondence, participating in meetings with employer/union representatives and consulting legal counsel.
Provides direction to leaders and other clients and/or directly with Provincial and Federal regulators regarding exposure investigations and/or regulatory licensing audits.  This includes analysis and strategizing on the employers’ position, preparing appropriate correspondence, participating in meetings with regulators to assist in mitigating potential administrative fines or disruption of services that could result, for example, from WorkSafeBC inspection/investigations or Canadian Nuclear Safety Commission (CNSC) investigations and audits.
Initiates, prepares, leads, and/or participates in relevant research project proposals and submissions related to occupational hygiene issues.
Develops Fraser Health facility design standards for use on new construction and/or renovation projects or major changes in work practices. Participates in and advises on occupational hygiene requirements throughout the facility design process.
Participates in provincial and regional committees for new product and equipment procurement contracts and determines required criteria for selection and evaluation of vendors/products.
Develops communication strategies and promotional materials to enhance awareness and promote knowledge of occupational hygiene issues and encourage employee participation in the development of new initiatives.
Reviews and determines the impact of relevant articles in the collective agreements, human rights legislation and all other applicable external guidelines and regulations.
Represents the department on selected internal and external committees within the health authority and provincially.

Qualifications

QUALIFICATIONS:
Master of Science degree in Occupational Hygiene or equivalent education plus five (5) years' recent related experience (in healthcare environment preferred) including experience in program planning, implementation, evaluation and adult education or an equivalent combination of education and experience.
