Project Delivery manages large, complex public infrastructure projects using a variety of contracting models, notably the public-private partnership (P3) approach to procurement and delivery. The P3 model leverages private sector financing and expertise in building public infrastructure with the objective of delivering projects on schedule and within approved budgets. The current project pipeline is valued at more than $35 billion in estimated design and construction costs.

Senior Vice President, Rail Delivery

The overall purpose of the role is to lead the Project Delivery (Rail Delivery) team in completing their assigned work on heavy rail projects as part of the Metrolinx program. You will serve as the single point of contact with our Metrolinx and Ministry of Transportation (MTO) clients on the heavy rail transit portfolio to help prioritize, assess, procure, and ultimately deliver projects in the Subways and GO Expansion programs. Provide overall leadership to the Rail Delivery team, managing team dynamics and building trusting relationships with various internal and external key partners.

What You Will Do:

  • Provide leadership to the delivery team assigned to the project(s) and executive support to commercial project development.
  • Lead internal processes and committees, where commercial issues exist. Provide expert advice and direction to teams, and other partners to ensure alignment across various functional areas.
  • Build and maintain effective and collaborative working relationships with clients and proactively work with them to mitigate potential issues and challenges.
  • Manage complex stakeholder networks for various projects and broker solutions to issues which arise.
  • Oversee the delivery of portfolio of projects in accordance with the approved staging plan, within approved schedule, budget, and quality parameters.
  • Lead development and implementation of appropriate project management systems and financial management controls.
  • Build, develop, lead, and motivate a team of high-caliber professionals that provides high quality services.
  • Establish performance measurement process, training and development programs for the team.
  • Evaluate current business processes and integrate team’s activities with other business units within the division.
  • Be an active member of the Project Delivery’s leadership team.
  • Ensure client needs and expectations are well understood and managed.

What We Are Looking For:

  • A University Degree or College Diploma in Engineering or Business/Commerce with relevant experience, or a combination of education, training, and experience deemed to be equivalent.
  • Knowledge of government priorities and approval processes.
  • Outstanding team leadership skills to build, develop, and motivate a professional team.
  • Proven skills in fostering strong relationships and trust with governments, stakeholders, and external partners.
  • A demonstrated understanding of the commercial landscape of civil infrastructure, with specific experience in public transit.
  • Experience in providing advice on commercial and technical issues.
  • Advanced influential/ negotiation skills.
  • Experience in leading a team of professionals in an ambiguous environment.
  • Ability to maintain productive relationships between various leaders, departments, and partners.
  • Exceptional communication and creative skills.
  • Post-graduate degree or the equivalent in depth and breadth of experience and/or a professional designation (e.g., MBA, P.Eng , PMP).
