We are seeking a full time Program Manager to join our team. Position Overview The Program Manager at HQC contributes to the mission and vision of the organization by effectively managing and operationalizing a program area or multiple project teams to achieve HQC’s priorities. This should be done in accordance with the organization’s operational plan, as determined and delegated by HQC’s Leadership team. Responsibilities Work closely with the Program Director, cross functional teams, senior staff, and assigned managers, to develop the scope, deliverables, required resources, work plans, budget, and initiatives required to achieve HQC’s program area priorities. Lead, manage, and operationalize a program area or multiple project teams by providing direction, coaching, and development to direct reports. Ensure employees are clear on expectations, have well-define roles and responsibilities, and receive necessary resources and support. Offer employees timely feedback and coaching to achieve performance targets while developing and leading a successful team. Develop, implement, and lead organizational change in ways that actively engage individuals and teams in constructive problem solving that enables continuous process improvement. Establish and maintain key relationships and work collaboratively with health system partners and community-based partners to achieve shared priorities. Build capacity, capability, motivation, and energy for change using quality improvement methods and measuring approaches. Curate information, knowledge, and evidence through a systematic learning approach to identify and inform improvement opportunities for priority work with stakeholders and provincial partners. Perform other duties as assigned. Reporting Relationship This position reports to a Program Director. This position manages a team of professionals including weekly check-ins, quarterly and annual performance reviews. Technical and Professional Standards Thorough understand of project/program management techniques and methods. Excellent knowledge of performance evaluation and change management principles. Outstanding leadership and organizational skills. Program outcomes and targets are consistently met within the parameters set by the director. Project charters and work plans are completed and regularly updated. Oral and written communications demonstrate commitment to organizational strategies and priorities. Messages shared internally and externally are clear, consistent, and compelling. Takes necessary actions to ensure organizational policies and contractual/legislated obligations are met within areas of responsibility. (Example: data sharing agreements, privacy legislation, occupational health and safety policies.) Quarterly performance reviews are conducted and documented for all direct reports using the HQC Employee Learning and Performance System (HELPS). Regular one-on-one check-ins and coaching occurs. Annual learning plans are developed, implemented, and evaluated for all direct reports. Qualifications Master’s degree in a health-related discipline, education, engineering, social sciences, business or public health administration or statistics, and three years of work experience, preferably in a health environment, or; Bachelor’s degree in a health-related discipline, education, engineering, social sciences, business or public health administration or statistics, and five years of work experience, preferably in a health environment. Prior management experience would be considered an asset. Training in quality improvement science, tools, and methods (ie. Lean Leader Certification, Lean Improvement Leaders Training or other). Employees must also provide and maintain a satisfactory criminal record check.
