Located north and west of Edmonton in the province of Alberta, the Municipal District of Lesser Slave River #124 consists of 10,076 sq kms (www.mdlsr.ca ). The Municipal District’s administration office is located just east of the Town of Slave Lake along HWY 2 approximately 255 km NW of Edmonton, Alberta.

Within the boundaries of the Municipal District (MD) are 7 Hamlets and the Town of Slave Lake. The MD either directly manages, co-manages, or supports an array of recreation experiences, community facilities, emergency services, transportation infrastructure, and public works. The industry of the region consists mainly of oil and gas, agriculture, forestry, tourism and a variety of retail, professional and commercial business services.

Within and adjacent to the Town of Slave Lake are a regional hospital, 2 school districts, Northern Lakes College, equine centre, daycare centre, baseball diamonds, 18-hole golf course, and a transport Canada certified airport. Signature to the Municipal District is the Lesser Slave Lake covering 1,160 sq kms and is the second largest lake in Alberta. The region falls within the boreal forest maintaining a variety of wildlife and environmental wonders. Contributing to the heritage and economy of the region are a number of First Nation and Metis Settlement communities within and adjacent to the Municipal District.

Position Summary

Reporting to the Chief Administrative Officer, the Director of Field Services would play a direct and active role as a member of the Municipal District’s Senior Leadership Team. The Director of Field Services will be responsible for the strategic and operational oversight and leadership of the following organizational areas:

Engineering Service | Road Maintenance | Construction and Upgrades | Fleet Services | Facilities Maintenance | Gravel Supply | Road Use Agreements | Bridges | Agriculture & Environment | Related Projects

General accountabilities will include contributing to and the oversight, direction, and management of:

strategic planning | alignment with strategy and plans | operating and capital plans | budgets and grants | staffing | priority setting | risk management | safety | regulatory compliance | performance quality | monitoring and tracking | reporting

Note that “hands-on” involvement, support, and mentorship will still be required.

Asset Summary (approximately)

103 pieces of equipment, 49 bridges, 699 kms of roads, 10,074 km2 area, 3 waste transfer stations, 3 shop complexes, 4 fire halls, 3 recreational complexes, various playground/recreational areas, and Administration buildings (2 municipal offices and visitor information centre).

Qualifications

  • Post-secondary education in Management, Administration, Civil Engineering, Civil Engineering Technology is preferred.
  • Certificates in Facility Management Professional (FMP), and or Project Management Professional (PMP) would be an asset.
  • 10+ years’ experience with at least 5 years in a leadership role.
  • Experience in a municipal government or similar organization engaged in a relevant scope of work (e.g., infrastructure, public works and or transportation).
  • A combination of education and relevant experience will also be considered.
  • Prior related municipal experience would be an asset.
  • Various leadership development training would be deemed an asset.
  • Valid Alberta Class 5 Driver’s License.
  • Demonstrated project management skills and the ability to balance multiple projects and priorities to bring projects to completion using sound judgement and initiative.
  • Extensive knowledge of the provincial policies and federal regulations for all municipal infrastructure.
  • Excellent negotiation, facilitation, communication (both oral and written), and conflict resolution skills.
  • Proficiency in MS Office Suite (Excel, Word, Outlook, PowerPoint).
  • Competency in building respectful and productive relationships at all levels of the organization and with external stakeholders.
  • Practical knowledge and understanding of Municipal policies, procedures, and processes, as well as a working knowledge of water, wastewater, drainage, infrastructure maintenance and construction management.
  • Assist in the implementation of an Asset Management Program.
  • Experience with municipal finance and the budgeting process is an asset.
  • Ability to mediate and problem solve multifaceted situations.
