Job Title Director, Financial Planning and Budget Location Edmonton, Alberta, Canada Job Information Full Time, 36.25 hours per week, Permanent, Ongoing, Open Competition Classification: Senior Manager Zone 2 Salary: $114,904 to $145,912 per year (bi-weekly $4,402.49 to $5,590.52) Ministry: Treasury Board & Finance Role Responsibilities Reporting to the ADM/SFO, the Director ensures the financial resource requirements for Alberta Treasury Board and Finance (the ministry) and Executive Council are met. The Director assists in the delivery of financial management reports for use by Ministry staff and attends various Ministry and GOA committees/working groups to ensure financial accountability and effective budget management. Establish, schedule, and coordinate a strategic planning framework for the Ministry of TBF and Executive Council. Manage the Financial Planning Branch responsible for preparing the annual Financial Plan (Budget for Alberta Treasury Board and Finance, the Public Service Commission, and Executive Council. Monitor the status of the annual Financial Plan (Budget). Support multiple Deputy Ministers – TBF, PSC, CPE and Executive Council. Qualifications Related University Degree (Business/Commerce). Professional accounting designation (CGA, CMA or CA) an asset. Minimum of six extensive years of management experience supporting Executive decision makers within a large organization or public service. Demonstrated budgeting, financial forecasting and administration and costing experience. Experience working with financial information systems and Microsoft Office Suite programs. Extensive knowledge of financial management including GAAP. In depth knowledge of Alberta Government legislated Acts and Regulations including the Financial Administration Act. Understanding of Government business planning, budgeting and forecasting processes from an operational and strategic perspective. Knowledge of public sector and political approval decision-making processes is required. Budget & Forecasting methodologies and tools. Strategic Planning and Enterprise Risk Management concepts and practices. Skills Ability to provide leadership and guidance to staff and to the client group. Ability to interpret and apply GoA and ministry policies and procedures. Excellent analytical and problem-solving skills to evaluate cost impacts of new or adjusted programs and policies. Ability to build strong relationships and communicate financial information meaningfully to support senior‑level decision making.
