Reporting to the Category Manager, the incumbent is responsible for coordinating and administering the day-to-day activities associated with procurement/contract award and subsequent contract administration activities relating to complex, high value contracts. These include revenue vehicles (i.e., subway trains, light rail vehicles, buses) and non-revenue vehicles (i.e., automobiles, service trucks, tractors, and forklifts), construction, design/build requirements, engineering/architectural professional services, technical services, information technology (i.e., purchase of IT and support services, hardware equipment, and licensing), and engineered equipment consistent with the TTC's Procurement Policy, departmental procedures, guidelines, and Construction Law principles.

What You Will Do

As the IT Procurement and Contract Specialist, your role will include preparing commercial documentation for Request for Proposals (RFPs)/Request for Bids (RFBs), Negotiated Requests for Proposals (NRFPs), Requests for Information (RFIs), Notices of Intent (NOIs), pre-qualifications, and contracts including development of special commercial conditions.

You will prepare, process, coordinate, and administer post-award contract activities including reviewing potential contract amendments/changes, processing payments, etc., while being responsible for liaising and providing guidance to end-user customers and other TTC departments in the coordination and development of procurement efforts.

The selected incumbent will prepare commercial documentations for proposals, pre-qualifications, and contracts including the development of special commercial conditions in addition to developing evaluation criteria, weighting, and submission requirements for use in evaluation of proposals while coordinating and chairing consensus evaluation meetings for the purposes of proposal evaluations.

Your role will include authoring company recommendation reports summarizing the results of the evaluation process, preparing responses to and corresponding with contractors and consultants regarding contractual and commercial matters in addition to administering, processing, and completing work plans/assignment releases, payments, requests for quotes, contract amendments, and change directives.

The IT Procurement and Contract Specialist will prepare and contribute to a variety of reports relating to procurement/contract administration progress, budget/project approvals, labour/material cost distribution, client requirements, or special reports for management.

What Qualifications Do You Bring?
  • Completion of a post-secondary college diploma or university degree in a relevant discipline or a combination of education, training, and experience deemed to be equivalent.
  • Demonstrated experience in the procurement and contract administration of information technology (IT) and support services and the purchasing of IT hardware equipment and software licensing contracts of various sizes, nature, and complexities required.
  • Demonstrated experience in the concepts and practices of fair, open, and transparent, public procurement and contract administration.
  • Demonstrated experience leading the development and execution of procurements for IT Projects of various size, nature, and complexities including Request for Proposals (RFPs)/Request for Bids (RFBs), Negotiated Requests for Proposals (NRFPs), Requests for Information (RFIs), Notices of Intent (NOIs), pre-qualifications, etc.
Additional Requirements
  • Analytical and problem-solving ability to plan, organize, and schedule procurement activities and develop contracting and negotiation strategies for major procurements to ensure deadlines are met.
  • Demonstrated ability to carry out work independently and in accordance with established policies, practices, and procedures while exercising a high degree of autonomy and independence in most areas of responsibility.
  • Understanding of the Canadian Free Trade Agreement (CFTA) and the Comprehensive Economic and Trade Agreement (CETA) for procurement and contract administration aspects.
  • Knowledge of e-procurement platforms such as Bonfire is considered an asset.
