This is skilled work in meter tracking and monitoring, meter maintenance and repairs, leak detection surveys, field investigations, data collection and analyses, and water system mapping.

An employee in this class is expected to use a variety of tools, equipment, and devices. General supervision is received from technical and administrative personnel in the form of verbal or written instructions.

Because the Authority has a primary responsibility to serve the public 24 hours per day, an employee in this class is expected to work overtime as conditions demand, and may be required to accept overtime on short notice during emergency or unusual conditions and to perform essential work as assigned.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  1. Coordinates meter tracking and monitoring system for all customers – or other metered services to ensure accuracy and accountability.
  2. Connects meters to testing apparatus for testing, inspection and calibration; identifies and repairs or replaces defective parts.
  3. Locates lines, valves, and other appurtenances using maps and through field investigations.
  4. Locates and pinpoints leaks and other causes of water loss using leak detection and other related equipment and methods.
  5. Conducts field investigations to determine accuracy of data and maps.
  6. Collects field data including pressures, flows, and meter readings as needed.
  7. Analyzes field data and prepares written reports.
  8. Updates water distribution maps.
  9. Maintains all equipment and devices in good operating condition.
KNOWLEDGE, SKILLS, AND ABILITIES
  1. Knowledge of the fundamentals of water distribution including the operations of water storage, treatment, and distribution systems and devices.
  2. Knowledge of the local geography and street locations.
  3. Knowledge of water industry tools and equipment and their proper use.
  4. Knowledge of the potential hazards and safety precautions related to water distribution systems.
  5. Skill in determining condition of meters, leak detection equipment and other related instruments and devices.
  6. Skill in the operation of leak detection, metering, and other types of water distribution equipment.
  7. Skill in discerning and correlating different types of leak sounds.
  8. Ability to understand and follow verbal and written instructions.
  9. Ability to prepare accurate written reports and documents as needed.
  10. Ability to read maps and other engineering drawings and specifications, and follow diagrams and make mathematical calculations.
  11. Ability to use testing apparatus to detect leaks, check meter accuracy, and to collect field data.
  12. Ability to hear within the normal range of 25 dB or less from 125Hz to 8000Hz.
  13. Ability to work independently with minimal supervision.
  14. Ability to deal with the public tactfully.
CERTIFICATES, LICENSES, REGISTRATIONS

Must possess a valid Virgin Islands driver's license.

SAFETY PRACTICES AND OTHER REQUIREMENTS
  1. The proper personal protective equipment must always be worn when carrying out duties.
  2. Must be available for weekend duty and overtime work as required.
  3. Must have use of a home telephone or have immediate access to one.
  4. Must maintain reliable transportation to the workplace and maintain all Authority issued equipment (e.g. communication devices, vehicles).

While performing the duties of this job, the employee is regularly required to stand, walk, use hands to handle objects, tools, or controls; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl; and talk or hear.

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

Specific hearing abilities required by this job include the ability to hear at 25dB or less for frequencies of 125Hz to 8000Hz. This hearing ability must be checked and maintained annually.

The employee must regularly lift and/or move up to 70 pounds.

While performing the duties of this job, the employee frequently works near pressurized water lines and moving mechanical parts. The employee may be exposed to outside elements such as sun and rain and to traffic when performing duties in the field. The employee occasionally works at high elevations.

The noise level in the work environment is variable; however, precautions must be taken to preserve hearing ability.

EDUCATION AND EXPERIENCE

Associate's degree (AA or AS) in engineering science or closely related field, or equivalent from two-year college or technical school; and seven years experience involving related water distribution systems operations, maintenance and repairs, or equivalent combination of education and experience.
