Senior Project Control Manager

The Senior Project Manager is responsible for monitoring and controlling the definition, planning, execution, and close out of projects, while remaining aligned with the strategy, commitments, and goals of the organization.
Responsibilities
- Lead the project team for coordination, reporting, and ongoing communication to the client department, Project Sponsor, all team members, and key stakeholders.
- Achieve the program objectives of the design brief.
- Direct and control projects, to report and forecast, to deliver the project within agreed-upon scope, cost, and time parameters, and with the defined project management methodology.
- Define, monitor, and control project scope, cost, schedule, quality, risk, and resources.
- Support the Request for Proposal (RFP) process and lead the tendering, evaluations, and contract award processes.
- Administer, support, and direct design consultants and contractors in accordance with the contract documents.
- Review and recommend invoices for payment of contracts administered.
- Track deliverables.
- Lead quality assurance.
- Monitor and report on project progress.
- Present to stakeholders reports on progress as well as problems and solutions.
- Implement and manage changes when necessary to meet project outputs.
- Evaluate and assess the result of the project.
- Follow all government policies, standards, procedures, and guidelines.
Requirements
Education and Experience
- A post-secondary degree in a relevant discipline is considered an asset.
- A minimum of ten (10) years of progressively challenging project management experience delivering medium to large commercial, institutional, or municipal infrastructure building projects; including participation in all aspects of planning, design, construction, and post-construction; and with at least five of these years in the role of prime consultant or Project Lead responsible for coordinating the input and delivery of multi-disciplinary teams.
- The contextual knowledge, skills, and abilities would typically be attained through completion of a Degree in Architecture, Engineering, or related field with the following professional experience.
- In addition, at least five (5) years of senior managerial experience leading diverse teams.
- Included in the above experience, at least two (2) years experience with public sector capital projects or public sector facility management program delivery.

- Knowledge of Canadian or Nunavut laws, codes, building guides, and public sector project management and contracting policies and procedures.
- Knowledge of construction, economic, political, social, and cross-cultural conditions and practices.
- Knowledge of construction procurement strategies and practices, including in the public sector.
- Strong understanding of design and construction issues and legal concepts.
- Knowledge and understanding of the effect of public policy on the private sector and other affected parties in relation to capital projects.
- Theories, principles, practices of human resources and financial administration.
- Strategic management and leadership skills.
- Ability to lead a team of professionals.
- Decision-making and problem-solving skills to identify and initiate corrective action to problems encountered managing capital projects.
- Ability to define, validate facts, evaluate criteria, select options, and determine directions.
- Ability to evaluate technical information, opinions, proposals, and to make recommendations or decisions and provide direction in the area of project management.
- Ability to prioritize, balance perspectives, and make sound recommendations.
- Analytical skills to evaluate program results against objectives (i.e., schedule, budget, and quality).
- Ability to balance leadership, advisory, regulatory duties, and team-based management.
- Ability to communicate concepts, ideas, instructions, and to recognize and rectify miscommunications.
- Effective oral and written communication skills, particularly in a virtual environment.
