Business Consultant – Motor Vehicle Registry Modernization (Agile) Job Title: Business Consultant – Motor Vehicle Registry Modernization (Agile) Location: Canada, Remote Seniority: Intermediate Estimated Duration: 12 months with possible extension for another 12 months Work Authorization: any (candidate must be authorized to work in CA) Job Summary: Our team is looking for a Business Consultant who is process oriented and experienced in gathering requirements, performing gap analysis, and working with stakeholders to deliver solutions that meet business needs and drive operational efficiency. The Client Modernization team is taking an agile approach to implementing modernized, innovative, human‑centric and sustainable solutions for delivering registry services. For the Motor Vehicles registry, this includes a complete replacement of the legacy applications that deliver motor vehicle services with an established codebase that will serve as the foundation of the new system. Responsibilities: Facilitate requirements gathering sessions and conduct process walkthroughs. Identify goals and pain points through gap analysis on current state and future state business processes. Create, review and update user stories, personas and journey maps as applicable. Create system use cases, flow diagrams and interactive mock‑ups outlining functional requirements, as required. Document and validate results with subject matter experts and drive the creation of detailed business and functional requirements specification documents. Support development of necessary system (non‑technical) documentation and make recommendations for policy and/or procedural manuals. Support change management and training to ensure delivery of complex program changes. Conduct post‑implementation reviews, assessing opportunities for backlog refinement and continuous improvement. Liaise with security and privacy teams to complete security threat risk assessments and privacy impact assessments as required. Assist with project planning, scheduling and status reporting as required. Requirements: Demonstrated experience providing business analysis/consulting services in a motor vehicle registry modernization project. Demonstrated experience conducting a gap analysis between legacy systems and modern solutions. Understanding of Motor Vehicle services in Canada and experience with an Agile framework (SCRUM) through demonstrated experience. Results‑driven mindset, able to function independently while engaging with stakeholders and team members to deliver outcomes. Experience using an Agile/Hybrid approach and familiarity with tools such as JIRA. Knowledge of and ability to apply and interpret complex legislation, regulations, policies and standards. Experience documenting user requirements, business processes, and workflows. Experience gathering requirements using interviews, document analysis, workshops, surveys, site visits, and business process modeling. Leadership and facilitation experience. Experience working within a motor vehicle registry modernization project and an agile development environment. Active professional certification or accreditation in a related discipline from a recognized issuing body. Knowledge of various software development methodologies (e.g., agile, waterfall, scrum, Kanban). Experience evaluating policies, programs and initiatives using program development principles. Experience gathering requirements from a diverse group of stakeholders across ministries or departments. Analytical and problem‑solving skills to plan and design creative solutions. Business writing, communication and documentation skills. Experience with change management.
