Responsibilities:

  1. The purpose of the project is the facilities restoration at the TEMPR Saint Thomas Bulk & Aviation Terminal (STT) while maintaining the terminal operable for continued business.
  2. TEMPR will provide the technical specifications to the selected contractors for each deliverable to be further developed for construction.
  3. The Project Engineer shall perform works in connection with TEMPR, PMC Support, and the selected Contractor’s team.
  4. A key element in the success of the project will be the interaction between TEMPR STT Operations, the selected contractor’s team, and the PMC Contractor staff.
  5. Team alignment, planning, and procedural issues will need to be identified and resolved early in the planning phase of the project.
  6. PMC shall review contractor’s deliverables to ensure compliance with all applicable legal and technical requirements (regulation, standard, specification, etc.).
  7. Throughout the Construction and Commissioning Phase, the Project Engineer along with the PMC Contractor shall verify compliance with the design dossier and required performances and characteristics in accordance with the Inspection and Test Plan.
  8. The Project Engineer shall assist TEMPR in the management of the Project by:
    • Effectively managing and minimizing HSE risk within the area of responsibility by ensuring compliance with all HSE Policies, rules, guidelines, and legal requirements.
    • Promoting a safe working environment and positively contributing to the company HSE KPI’s and risk reduction strategies.
    • Identifying and enforcing HSE competency requirements within the area of responsibility.
  9. Ensure adherence to TEMPR HSEQ procedures by contractors and staff and provide assurance on HSEQ, taking corrective action as necessary.
  10. Ensure that only contractors with valid contracts are used, including TotalEnergies Group ICC policy compliance.
  11. Participate in project teams as required.
  12. Manage and report on allocated projects progress, including Project HSSE & Quality Performance, Schedule Compliance, Progress Cost Status vs. Budget, and Risk Management.
  13. Deliver projects in line with agreed stakeholder KPI’s and provide cost estimates within agreed timeframes for investment assessments.
  14. Control budget, including optimal management of project scope changes and value generation/optimization.
  15. Ensure timely liquidation of allocated budget.
  16. Ensure effective project scoping for all allocated technical projects, including all stakeholder requirements.
  17. Complete project feasibility studies for all allocated projects.
  18. Manage changes in line with the approved MOC procedure for related projects.
  19. Conduct project review sessions, including arranging, facilitating, and recording the proceedings of project review meetings.
  20. Complete project design reviews in line with the approved Project Methodology.
  21. Ensure all projects comply with regulatory requirements, group standards, and engineering and construction best practices.
  22. Meet legal requirements, including municipal engagement and obtaining local authorities’ approvals for allocated projects.
  23. Obtain formal commitment authority for ‘approved in principle’ technical projects.
  24. Plan, organize, control, and execute project site activities effectively.
  25. Manage project KPI’s/EG (Safety, Quality, Schedule, Cost) effectively, ensuring timely engagement with project stakeholders.
  26. Ensure optimal management of project documentation, commissioning, and handover, including optimal guarantee management and maintenance planning.
  27. Facilitate the flow and respect of deadlines between issued documents and instructors/reviewers.

Qualifications Requirements/Knowledge/Education/Skills:

  1. BS or Engineering degree in Mechanical, Electrical, or Civil.
  2. 3-6 years of project management experience.
  3. Project management qualifications.
  4. Oil and Gas experience is a plus.
  5. Sound business process analysis and administrative skills.
  6. Competency requirements: Stakeholder management, Project risk management, Negotiations, Self-leadership, Communication & Presentation, and Business acumen.
