Job Description Overview The Assembly of First Nations (AFN) is an advocacy organization that advances First Nations rights through policy development, public education, and where applicable, co-development of legislation. The AFN seeks to advance First Nations Inherent and Treaty Rights and is guided by values such as respect for human rights, diversity, justice, and the sovereignty of each rights-holding First Nation. The Senior Policy Analyst role supports policy development, interpretation, and application in support of First Nations rights and governance priorities, with a focus on First Nations Water. Reporting to the Director, Water, the Senior Policy Analyst conducts research and analysis and provides recommendations on policy development and implementation. Responsibilities Gather and analyze statistical information, review existing research, and write high-complexity reports on freshwater stewardship and the United Nations 17 Sustainable Development Goals (SDGs). Make recommendations in policy development by analyzing statistical data and outcomes. Recommend policy and program development, processes, and procedures within a broad strategic scope and with impact considerations. Assist with the preparation of AFN resolutions and provide updates to the Director on planning, policy, funding, and events. Assist with preparation, coordination, processing, editing, and completion of Sector materials (briefing notes, speaking notes, presentations, reports, workplans, letters, minutes) within specified timelines. Build and maintain strong networks with national, regional, and community First Nations Leaders, specialists, organizations, communities, and government officials at all levels. Support the Director in preparing materials for the National Chiefs Office (e.g., PowerPoints, speaking notes, briefing notes, memos, correspondence). Attend and take notes at Chiefs-in-Assembly meetings (Annual General Assembly and Special Chiefs Assembly) held twice annually. Assist with planning and coordination of Sector Chiefs Committees, Technical Committees, and Working Groups; monitor and attend parliamentary standing committees. Assist with planning and preparation of materials for key milestone events (e.g., pre-budget submissions, annual report, assembly reports). Assist the Director with sector budget proposals for submission to federal departments and with reporting requirements of funding agreements. Mentor junior policy professionals and perform other duties as assigned by the Director. Qualifications A post-secondary degree related to environment, water, political science, Indigenous Studies, or public policy administration with 5+ years of relevant policy experience, preferably with First Nations, or an equivalent combination of education and experience. Knowledge of the Canada Water Agency’s mandate, federal water policy frameworks, and their implications for First Nations rights and governance. Understanding of the United Nations 2030 Agenda and the 17 SDGs, particularly those related to water (e.g., SDG 6: Clean Water and Sanitation), and their relevance to First Nations contexts. Ability to analyze complex information and data and communicate concisely to varied audiences (officials, portfolio-holders, Chiefs). Advanced written and verbal communication skills, including presenting in person and virtually with appropriate terminology. Experience in writing proposals and reports, leading discussions, and synthesizing information into policy positions. Familiarity with data manipulation and analysis in Excel; strong research techniques with respect to confidentiality and ethics. Ability to develop effective working relationships with team members, governing bodies, and partners inside and outside the AFN; strong interpersonal, professionalism, teamwork, and judgment. Strong planning and organizational skills with the ability to multi-task under pressure and tight deadlines. English is the working language; ability to communicate in French or an Indigenous language is an asset. Compensation and Benefits Salary range: AFN offers a competitive salary with attractive benefits and pension plans. Paid time off for December holiday break; 100% employer-paid group insurance (extended health, dental, health spending account, short/long-term disability, life insurance). Pension plan with 8% employee contribution matched by employer; annual amount for professional development and fitness programs.
