Overview (English) Location: Ottawa or remote Who We Are: The Assembly of First Nations (AFN) is an advocacy organization that advances First Nations rights through resolutions, policy development, public education, and co-development of legislation where applicable. The AFN aims to promote First Nations Inherent and Treaty Rights and values human rights, diversity, justice, and the sovereignty of each rights-holding First Nation. Role: The Assembly of First Nations seeks a highly skilled Senior Policy Analyst to conduct research and analysis and provide recommendations for policy development, interpretation, and application in support of First Nations’ rights and governance priorities, with a focus on water. Responsibilities (English) Gather and analyze statistical information, review existing research, and write reports on complex findings related to freshwater stewardship and the United Nations Sustainable Development Goals (SDGs). Make recommendations in policy development by collecting and analyzing statistical data. Provide recommendations related to First Nations policies and program development, processes, and procedures with strategic impact. Assist with the preparation of AFN resolutions. Provide updates to the Director and share information on planning, policy, funding, and events. Prepare, coordinate, edit, and complete Sector materials (briefing notes, speaking notes, presentations, reports) within specified timelines. Build and maintain networks with national, regional, and community First Nations leaders, organizations, communities, and government officials at all levels. Support the Director in preparing materials for the National Chief’s Office (PowerPoints, speaking notes, briefing notes, memos, correspondence, etc.). Attend and take notes at Chiefs-in-Assembly meetings (twice annually). Assist with the planning and coordination of the Sector’s Chiefs Committees, Technical Committees, and Working Groups. Monitor and attend parliamentary standing committees. Contribute to planning and preparation of materials for key milestones (pre-budget submissions, annual reports, assembly reports). Assist the Director with sector budget proposals and reporting requirements of funding agreements. Mentor junior policy professionals. Conduct other duties as assigned by the Director. Qualifications (English) A post-secondary degree related to environment, water, political science, Indigenous Studies, or public policy administration with 5+ years of relevant policy experience, preferably with First Nations, or an equivalent combination of education and experience. Knowledge of the Canada Water Agency’s mandate and federal water policy frameworks and their implications for First Nations rights and governance. Understanding of the United Nations 2030 Agenda and the 17 SDGs, particularly those related to water, and their relevance to First Nations contexts. Ability to analyze complex information and data and communicate concisely to diverse audiences (officials, portfolio-holders, Chiefs, etc.). Advanced written and verbal communication skills, with ability to present in person or virtually using appropriate terminology. Experience in writing proposals and reports, leading discussions, and synthesizing information into policy positions. Familiarity with data manipulation and analysis in Excel. Knowledge of effective research techniques, confidentiality, and ethics. Ability to develop productive working relationships with team members, governing bodies, and partners inside and outside the AFN. Strong interpersonal skills, professionalism, teamwork, and judgement. Solid planning and organizational skills with the ability to multi-task under pressure and meet deadlines. English is the working language; ability to communicate effectively in French or an Indigenous language is an asset.
