Position Summary

The Employee and Labour Relations Consultant provides a variety of labour and employment related

services to management in a largely unionized environment. The position supports all labour relations

functions including bargaining, workplace investigations, grievance administration, arbitrations, job

evaluation, records management, administrative support, and other related duties. The position

balances strong organizational skills with a collaborative curiosity to solve problems and resolve

conflict. The position plays a key role in ensuring a positive labour relations climate throughout the school district by leveraging strong relationships with union representatives, employees and leaders.

Duties and Responsibilities

Labour Relations Support:

Participates in labour management committee meetings and takes detailed minutes related to items discussed and agreements reached. Provides subject matter expertise related to specific grievances and other labour relations discussions, as required.

Acts as a liaison with workplace investigators, sets up meetings with complainants, respondents, and witnesses, including but not limited to parents and students.

Advises stakeholders and employees on the interpretation of human resources policies and collective agreements.

Provides advice to SD62 leadership on employee and labour relations matters.

Conducts research, analyses information and prepares data / notes to support human resources and labour relations activities.

Helps to drive labour relations strategy related to grievance management, arbitration, and the union management relationship.

Enters and tracks Case IQ (CLASS) dashboard as it pertains to arbitrations under British Columbia Public School Employers' Association (BCPSEA) to ensure timely responses and appropriate steps are followed.

Develops strong and effective relationships with principals, vice principals, management and union stakeholders, ensuring a thorough understanding of collective agreements, Board policies and procedures through inclusivity, consultation, open communication, and collaboration.

Maintains a tracking and record keeping system for grievances and workplace investigations.

Prepares draft grievance responses for review by the Manager, Employee & Labour Relations.

Liaises with relevant stakeholders regarding leave requests for union business.

In collaboration with the Executive Director - Human Resources, prepares documentation for legal counsel and Teacher Regulation Branch of the Ministry of Education and Child Care.

Supports the CUPE Professional Development (Pro-D) Committee including organizing meetings, coordinating Pro-D days and arranging facilitators.

Supports CUPE job evaluations and represents the district on the Joint Job Evaluation Committee. Employee Recognition:

Oversees the district's Employee Recognition Program.

Plans and organizes annual retirement and long service recognition awards celebration including:

determining recognition recipients,

arranging facilities and catering,

creating invitations and programs,

procuring awards and gifts,

ensuring event is executed according to plan, including event, set up and take down.

Administrative Duties:

Assists in the management of records for the HR department.

Assists clerical staff with entries into the Human Resources Information System to ensure employees are paid correctly and liaises with Payroll.

Performs other ad hoc duties as required.

Education and Experience

Completion of a post-secondary diploma/degree specializing in labour relations and human resource management.

Minimum five years of experience working within the Human Resources field, ideally in a public sector setting, in a unionized environment administering collective agreements and labour relations issues such as grievances and workplace investigations.

Demonstrated knowledge of labour, employment and human rights legislation, and strong knowledge of collective agreement interpretation.

Advanced computer skills using Microsoft Office software and experience working with a human resource information system.

A combination of education and experience may be considered.

Chartered Professionals in Human Resources (CPHR) designation preferred.
