Role Summary
The Health & Safety Manager reports directly to the CFO and is a key member of the senior management team. The Health & Safety Manager is responsible for the development and implementation of safety and environmental policies, procedures and programs to ensure a safe and accident-free work environment throughout HHB. The Health & Safety Manager also supports the CFO in delivering enterprise risk management, conducts post-incident investigations and works with other members of the leadership to develop policy and procedures to mitigate risks. The Health & Safety Manager is responsible for working with all HHB departments to ensure workplace hazards are eliminated and HHB operates in compliance with all safety and environmental regulations, standards and codes.

- Safety Leadership
- Nurtures, promotes, and champions HHB's goal to have a world-class safety program.
- Acts as a safety advocate by demonstrating excellent safety behaviors, following regulatory practices and rules, recognizing and promoting hazard reporting and ensuring effective safety reporting.
- Models and promotes an organizational culture that fosters safety practices through effective leadership; makes safety a top priority.
- Analyzes technical data for trends related to hazards, events and occurrences.
- Develops and implements safety policies, procedures and programs that preemptively eliminate hazardous conditions.
- Responsible for the development and management of strategies to ensure OH&S cultural engagement efforts are supported, implemented and aligned with HHB business strategies.
- Identifies appropriate and reflective Key Performance Indicators to monitor and evaluate the status of the overall OH&S program compliance within HHB and visibility of the performance.
- Develops and performs risk assessments, safety audits and ensures adherence to regulatory compliance and conformance to OHS requirements.
- Follows up to correct areas of non-compliance identified for HHB facilities.
- Responds to requests for on-site assistance or inspection of hazardous or potentially hazardous conditions.
- Participates in emergency preparedness and contingency planning activities.
- Maintains high visibility and close contact with employees to consistently and continually reinforce safety standards.
- Strategic Planning & Compliance
- Plans, directs and coordinates the safety management facets of HHB.
- Provides guidance and direction for the planning, implementation and operation of HHB's safety management system (SMS).
- Develops and implements incident investigation, data analysis, and recurrence prevention programs and procedures.
- Develops and maintains the annual budget for safety.
- Conducts investigations of internal safety events in accordance with the procedures specified in the safety management systems manual (SMSM) of the organization and has the authority to stop or prohibit any operation considered to be unsafe.
- Ensures that OH&S program guidelines are designed, developed and implemented according to provincial and federal labor laws and OH&S Act.
- Safety Knowledge & Training
- Tactfully provides information and advice to the senior management team and the Board of Commissioners on matters relating to safe operations.
- Acts as an information conduit to bring safety issues within the organization to the attention of management and makes recommendations to management regarding development of and changes to policies, safety standards and procedures at HHB.
- Delivers safety information to the organization's staff, contractors and stakeholders and acts as a resource and advisor for HHB employees, the Joint Occupational Health and Safety Committee and assists with incident investigations as part of the investigation team.
- Helps develop and conduct a wide range of specialized training and educational programs for HHB employees on safe work practices, WHMIS, first aid, fire procedures and other safety-related topics.
- Attends professional development conferences to keep abreast of new and emerging changes to industry best practices, Department of Labour issues or regulatory changes.
- Risk Management
- Lead the identification, communication, measurement, and management of company-wide risks.
- Conduct risk assessments to identify current and emerging risks.
- Continuously monitor and update the risk registers and appropriate risk tools.
- Evaluate, recommend, and implement process and procedure improvements to achieve greater effectiveness.
- Provide guidance and training to promote risk control awareness, ownership, and accountability.
- Support enterprise risk reporting requirements for management team.
- Relationship Management
- Builds and maintains an excellent working relationship with the organization's Joint Occupational Health and Safety Committee and represents the organization on government, local organizations and industry committees.
- Develops and fosters positive partnerships with external stakeholders, regulatory authorities, agencies and service providers, such as Safety Services Nova Scotia, Workers Compensation Board, OHS Advisory Safety Council, HRM Fire Protection, Department of Labour, and Occupational Health and Safety division.
- Interacts with operational personnel, senior managers and departmental heads throughout the organization to ensure safety practices and priorities are aligned and followed.
- Works closely with contractors, union representatives and employees to identify and evaluate potentially hazardous conditions and formulate recommendations for preventive or corrective action.
- Employs summer students, interns and/or contracts staff as required to fully cover the position accountabilities with large projects or when construction activity is high.
- Innovation & Continuous Improvement
- Leads and promotes the continuous improvement of hazard identification and risk assessment schemes and the organization's Safety Management System.
- Continuously investigates opportunities to increase the efficiency of processes and measures the effectiveness and seeks to continually improve the quality of processes.
- Works continuously with colleagues within HHB to improve processes and policies in support of HHB safety management goals.
