Position Summary

The City of Regina is seeking an experienced and strategic leader for the role of Director, City Centre & Community Standards. This position is responsible for overseeing Bylaw Enforcement, Licensing and Parking Services, and the City Centre, with a focus on strategic and program planning, financial management, and leading a diverse team.

As a member of the City’s senior management team, the Director will contribute to corporate policy development, long-term planning, and special projects that impact the growth and success of the City.

Key Duties & Responsibilities
  1. Collaborate with the City Manager, Chief of Staff, and other Directors to develop strategic plans and annual business plans for the City Centre and Community Standards department, ensuring that community needs and department goals are aligned with broader city-wide strategies.
  2. Lead the development of departmental programs and services, set service-level and performance targets, and oversee operational plans to ensure they align with both departmental and city-wide objectives for the branches within the department.
  3. Provide financial leadership, including input into the annual budget process, development of branch-specific budgets, accurate forecasting, ongoing analysis of expenditures, and implementation of proactive mitigation strategies when necessary.
  4. Serve as a senior advisor to City leadership, offering guidance on key departmental issues, engaging with council members, and representing the City in discussions, negotiations, and consultations with community agencies and other government levels.
  5. Foster strong stakeholder relationships, collaborating with City partners in service planning and ensuring that service-level agreements and partnership agreements are in place when required.
  6. Lead workforce planning for the department, mentor and coach senior management, conduct performance reviews for key staff, and address complex and sensitive employee relations and labour issues, while promoting a culture of safety and adherence to collective agreements.
  7. Oversee departmental risk management, ensuring compliance with corporate policies, development of risk management plans, and adherence to municipal bylaws, while ensuring alignment with provincial and federal regulations.
Key Qualifications
  1. Strong leadership in planning, policy development, financial management, and program evaluation, with expertise in performance and risk management.
  2. In-depth understanding of City-specific and broader municipal operations, particularly in Bylaw Enforcement, Licensing, Parking Services, and City Centre management.
  3. Proficiency in complex analytical tools and processes, such as statistical modeling, business analytics, and scenario planning.
  4. Ability to balance operational effectiveness with the implementation of best practices in programming, people management, and financial processes.
  5. Excellent collaboration and interpersonal skills including consensus building, persuasion, political acumen, and conflict resolution.
  6. Strong leadership presence and communication skills, including negotiation, formal presentations, and consensus building.
  7. Advanced change management abilities, including overcoming resistance and building buy-in.
  8. High emotional intelligence, including empathy and active listening.
