The PC-03 science project officer will be assisting geoscience-related federal government funded research projects, i.e. related to surficial geology, bedrock geology, geophysics, geochemistry and energy. The PC-03 will be responsible for supporting the implementation of scientific project directions set by Science Managers and project operational requirements to ensure successful completion of project and program deliverables and outcomes. As research will take place in Northern Canada, particular attention must be paid to Northern policies relating to engagement with northerners and procurement.

The ideal candidate will possess knowledge of how scientific research is conducted in the Canadian north as well as knowledge of financial management, contracting and procurement practices.

  1. Ensures information in the project tracking system (e.g. activity workbooks and financial blackbooks) is up to date, liaising with Research Leads as required.
  2. Supports Managers with project budgets (in collaboration with financial advisor), exercises project management responsibility and financial authority when Managers are away.
  3. Works with Research Leads to develop procurement strategies and best contracting approaches with external service providers, works with Shared Services Office (SSO) and Polar Continental Shelf Program (PCSP) to implement those strategies, and resolve procurement/equipment, and other issues as they arise.
  4. Supports the scientific and operational requirements of projects, and works with Research Leads, Managers, and engagement staff in responding to project needs such as licensing and acquisitions.
  5. Promotes open communications by providing regular updates to Managers and GEM-GeoNorth Coordination Office (i.e. progress, deliverables, timing, information requests, suggesting agenda items for meetings, etc.).
  6. Works with scientists to ensure progress and that logistics-related issues and delays are managed and provides solutions to ensure timely delivery.
  7. Works with Polar Continental Shelf Program (PCSP) on managing Field Equipment Unit orders, shipping, returning equipment, samples, etc.
  8. Contributes to the development of horizontal procedures relating to logistics or finances that help standardize program operations.

Intent of the Process

The immediate intent of this process is to staff two (2) positions in Ottawa, Ontario within Natural Resources Canada by establishing a pool of partially qualified candidates within Natural Resources Canada with various language requirements, conditions of employment and locations. p>

  1. Graduation with a degree from a recognized post-secondary institution, with acceptable specialization in geology, or other science relevant to the position such as Earth sciences or geography.
    1. Experience in implementing scientific activities.
    2. Experience in preparing or contributing to scientific or technical reports or briefing notes.
    3. Experience in providing advice to management on science or technical operations or activities.
    4. Experience compiling information and data in spreadsheets such as Microsoft Excel.
    Other Qualifications
