Reporting to the Director, Policy and Planning (Director), the Senior Policy Analyst (Analyst) is responsible for researching and developing policy and legislative initiatives to address the priorities and strategic direction of the department overall, in alignment with the government mandate and ensuring that internal and external consultation occurs with stakeholders throughout the development and implementation process. This position is required to demonstrate leadership on significant files and provide high level advice and support the Director. This includes representing the department at various governmental committees and committees of the legislative assembly. The incumbent prepares departmental responses and briefing notes as required to support Senior Managers, Assistant Deputy Minister, the Deputy Minister (DM) and Minister’s office, in addition to key documents such as cabinet submissions, reports, directives and discussion papers. The Analyst designs, develops and implements and evaluates justice policies and programs. The Analyst contributes to the overall functioning of the department and the reporting of programs and services by the Minister and DM to Cabinet, the legislature and external stakeholders. Through the strategic/business planning process, the position has an impact on the short and long term direction of the department. Through the provision of effective and responsive policy and legislation development, analysis and research, the position has an impact on program and service delivery. The incumbent works independently and in a team environment to manage the policy and legislation review/department/implementation process within the department. The knowledge, skills, and abilities required for this job are usually obtained through a recognized degree in Law, Communications or Social Sciences with at least three (3) years of related work experience (related work experience should include legislation and policy research, development and analysis and work related to the mandate of the Department of Justice). Experience in policy work and has received training in policy related techniques, including project management, team leadership and program evaluation is required. Experience in writing complex briefing material and analytical reports is required. The Official Languages of Nunavut are Inuktut, English and French. Knowledge of Inuit communities, culture, land, Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets. Acceptable combinations of education and experience may be considered for this position.
