The Government of Nunavut is seeking Senior Policy Analysts across various departments and agencies. Senior Policy Analysts play a pivotal role in guiding the direction of public policy and ensuring alignment with the priorities of the Government of Nunavut.

A Senior Policy Analyst (Analyst) contributes to the overall effectiveness of the Department and its divisions by supporting the Minister and Deputy Head in fulfilling their responsibilities to Cabinet, the Legislature, and external stakeholders. The position influences the Department's short- and long-term direction through its role in policy and legislative development, strategic and business planning, and analysis that informs departmental decision-making and priorities. Analysts works closely with the Policy and Planning team, developing and coordinating comprehensive research, public relations and communications activities and products. The Analyst takes initiative in making recommendations, supported by thorough analysis, to create or amend legislation and to develop new policies or procedures. The incumbent is expected to ensure that Inuit language and culture as expressed through Inuit Societal Values and Inuit Qaujimajatuqangit forms the foundation of their work.

The position operates with considerable independence and sound judgment in addressing complex and often sensitive policy matters. It functions in an environment requiring the management of multiple priorities and tight deadlines while ensuring alignment with departmental and government objectives. The role requires close collaboration with senior managers and program leads, as well as with other departments and external stakeholders, to ensure coordination and consistency across initiatives.

Responsibilities

Key responsibilities of the Senior Policy Analyst include:

  • Performing comprehensive assessments of proposed policies and programs, identifying potential political, legal, social, economic and financial impacts, determining performance indicators and recommending modifications.
  • Evaluating existing policies and programs to determine their consistency with, and effectiveness in meeting, Department and government-wide priorities.
  • Soliciting, analyzing and integrating input from program managers and analysts in the course of policy and program evaluation and development.
  • Coordinating Nunavut's participation in Federal, Provincial, and Territorial meetings, committees, and initiatives, including organizing departmental involvement and maintaining intergovernmental relationships.
  • Preparing and editing official submissions, including Financial Management Board documentation, Discussion, Options and Decision Papers, Information Items, Business Plans, and research reports, as well as special correspondence as required.
  • Preparing for and monitoring Legislative Assembly proceedings; coordinating briefing materials for the Minister and Deputy Minister; drafting and tracking legislative responses; managing projects related to legislative development; and supporting statutory appointments, revocations, and access to information requests.
  • Leading or chairing policy working groups composed of internal and external subject matter experts to develop institutional policies governing department specific operations.
Qualifications

The knowledge, skills, and abilities required for the Senior Policy Analyst position are usually obtained through:

  • A degree from a recognized university in Political Science, Law, Transportation Planning, Commerce, Economics, Public or Business Administration or a related field,
  • Minimum of three (3) years of direct policy related experience.
  • Proven experience of two (2) or more of the following areas: policy research and development, program analysis, market analysis, strategic planning, media relations, communications, and public relations and work related to the mandate of the Department.

Assets:

  • A Master's degree in a relevant discipline (e.g., Social Work, Public Administration, Law, Conflict Resolution)

The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Fluency in more than one of Nunavut's official languages would be considered an asset. Knowledge of Inuit communities, culture, land,Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.
