p>The Minister of Finance is responsible for the Liquor Act, the Cannabis Act, and related policies and regulations. The Department of Finance, through its Corporate Policy team, leads aspects of the government’s approach towards these products, in particular by developing related policies, supporting the Nunavut Liquor and Cannabis Board, overseeing cannabis licensing and enforcement activities, and helping develop and deliver education material and other programming in support of responsible choices.Reporting to Manager, Liquor and Cannabis, the Chief Inspector contributes to this work by:

Leading the Government’s overall approach to inspecting facilities and events licensed under the Liquor Act and Cannabis Act, including by hiring, training and monitoring the work of contracted inspectors;

Working closely with inspectors, law enforcement, Government of Nunavut (GN) counsel, and others to identify and appropriately address compliance issues;

Communicating territorial liquor and cannabis laws, regulations and related processes to Nunavummiut, the Nunavut Liquor and Cannabis Board (NLCB), licensees, municipal councils, and others, as part of the GN’s broader work to support responsible choices;

Providing expert analysis, advice and recommendations to the GN and Board on issues related to liquor and cannabis laws, regulations, procedures and policies, including by informing management of best practices, trends and specific developments in other jurisdictions;

Supporting other elements of Nunavut’s liquor and cannabis regulatory systems, such as issuing special occasion permits, liaising with alcohol education committees and municipal councils, organizing targeted initiatives (e.g. don’t drink and drive campaigns), providing education and training activities, and undertaking research related to liquor and cannabis policies and practice.

The Chief Inspector shapes the GN’s strategy and approach to enforcing the Liquor Act, the Cannabis Act, related regulations and conditions of all licences issued under these statutes. As such, the Chief Inspector is a crucial resource on matters related to liquor and cannabis, and helps guide the GN’s broader policy, legislative and regulatory approaches. As enforcement lead, the Chief Inspector expertly conducts and guides inspections, helps prepare evidence for Board and Court hearings, responds to allegations and complaints from the public, works closely with legal counsel and law enforcement on criminal matters, and educates licensees, municipalities and others about the responsibilities, obligations and processes of Nunavut’s liquor and cannabis systems.The Chief Inspector usually works in an office environment with minimal physical demands but may also undertake on-site licensee liaison and/or inspections which could include accessing industrial-type manufacturing or warehousing sites or sites under construction. From time to time the Chief Inspector may face light physical demands related to the job, such as lifting boxes and transporting and setting up display booths (e.g. at schools or conferences, in communities, etc.).This position also includes the necessity for community travel approximately 6 to 8 times per year.Often, the Chief Inspector may face light environmental demands related to the job, such as participating in inspections or other enforcement activities that involve outside work at night or in potentially cold or adverse conditions.The knowledge, skills, and abilities required for this job are usually acquired through completion of a post-secondary diploma in Enforcement or a related field from a recognized institution, and a minimum of one (1) year of work experience in interpreting and enforcing regulatory law. Experience supervising staff and/or contract employees, and extensive knowledge of Liquor Act, the Cannabis Act, and related regulations are also required for this position. p>The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Fluency in more than one of Nunavut’s official languages would be considered an asset. Knowledge of Inuit communities, culture, land,Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.
