We strive to create a workplace that mirrors the richness of our community, empowering all employees to achieve their full potential.The senior transportation planner is responsible for developing strategies and action plans to accommodate current and future port transportation needs and to be involved in influencing regional transportation decisions in the Gateway. This includes determining the port’s long-term transportation requirements; undertaking transportation studies; and assessing the impact of external transportation plans, policies, or programs on the port and the Greater Vancouver Gateway.What You DoUndertakes transportation planning projects and studies that focus on improving road and rail access to the port, including studies to assess transportation service needs, infrastructure requirements and expansion opportunities.Provides analytical support for planning and engineering projects, identifying design and operational issues and providing recommendations to management.Provides strategic technical advice and guidance to staff, port stakeholders, tenants/proponents, and outside agencies on transportation planning issues and concerns affecting the port and the Gateway, including terminal infrastructure and development, and project permit applications.Develop, review, and maintain current Project & Environmental Review (PER) transportation review guidelines. Lead and complete the transportation review of Project Permit Applications, including the review of transportation engineering designs and construction traffic management plans.Contributes to the development of transportation-related implementation plans and performs project management duties.Leads multi-disciplinary teams to complete Port Area-wide Transportation Plans or to implement transportation improvements. Develop budget forecasts for infrastructure projects.Monitors external transportation policies, plans, and programs that impact the port and the Gateway.Provides VFPA representation, and chairs meetings as required, related to port or external transportation planning initiatives (external contacts including senior staff from local municipalities, Metro Vancouver, TransLink, Ministry of Transportation, BC Transportation Financing Authorities and Transport Canada) to provide a bridging function between VFPA and these agencies. Develop creative solutions and, where appropriate, resolve competing priorities to ensure VFPA interests are met.Manages and oversees the work of external technical consultants, including transportation engineering designs, planning studies, road safety, and infrastructure delivery due-diligence related assignments.Initiates traffic engineering reviews and road safety audits to address traffic safety concerns from VFPA tenants, stakeholders and the public.Reviews and advises on VFPA traffic engineering designs, including traffic signage and pavement marking upgrades and modifications.Works with and provides guidance to VFPA Engineering Department in assessing rail crossing safety for VFPA owned public rail crossings to ensure compliance with the federal regulations and standards.Contributes to the development and implementation of programs related to traffic management systems, best practices and other similar programs, both internally and partnered external programs.What You BringMust have a university degree related to transportation planning, traffic engineering, or another acceptable degreeA minimum of 5 years’ experience in transportation planning or traffic engineering, including at least 2 years’ roadway design.Must also have experience with traffic simulation modelling and Intelligent Transportation Systems for Commercial Vehicle Operations.Experience working in the commercial vehicle and railway sectors is preferred, along with working knowledge of transportation planning and traffic engineering modeling platforms would be an asset.What We OfferMarket-competitive base salaries and variable incentive planGenerous and inclusive benefits offering including retirement benefits planEarned time off programPaid vacation and personal care leaveLearning, development, and advancement opportunitiesOnsite gym with towel service in a national landmark in the heart of Vancouver’s waterfrontFriendly, unique, and respectful workplaceJob type: Bargaining Unit, Full-Time, Permanent, HybridWorking environment: Normal office conditions with regular field inspections of VFPA properties including heavy vehicle traffic locations.
