Procurement & Contract Manager Reporting to the Chief Financial Officer, the Procurement & Contract Manager will establish and oversee CANES’ internal Vendor of Record (VOR) listing, manage access to and compliance with the Ministry of Health’s VOR arrangements, and work collaboratively with internal subject matter experts (SMEs) to support program-specific procurement needs. This role is essential in ensuring compliance with the Broader Public Sector Procurement Directive (BPS PD), CANES’ F1 Purchasing & Delegation of Authority Policy, and the Building Ontario Business Initiative (BOBI), among others. Through strong contract and vendor management, this role will drive operational efficiency, ensure audit readiness, and deliver measurable cost savings. Key Responsibilities Develop and implement procurement strategies aligned with CANES’ strategic and financial objectives. Lead the full procurement cycle (RFQs, RFPs, RFSOs, POs) while ensuring transparency, fairness, and accountability. Maintain strong knowledge of and adherence to BPS PD, BOBI and related requirements. Build and maintain CANES’ internal Vendor of Record (VOR) database to streamline procurement. Gain and manage access to the Ministry of Health’s VOR, ensuring departmental SMEs can leverage available agreements. Develop and maintain procurement templates, checklists, and tools to strengthen organizational practices. Establish, implement, and manage CANES’ purchase order (PO) system. Provide guidance and support to the Senior Leadership Team (SLT) and staff to ensure PO compliance, cost tracking, and linkage of procurement to contracts for enhanced financial control and cost management. Prepare and deliver clear reporting packages to SLT/ELT and Committees of the Board, demonstrating compliance with BPS PD, internal procurement and related policies, and cost management objectives. Provide guidance, advice, and training to staff on procurement processes and policies. Monitor procurement activities and report performance metrics, cost savings, and compliance outcomes to the CFO and senior leadership. Contract Management Draft, review, and oversee the full lifecycle of organizational contracts, ensuring all terms are clearly documented and compliant. Establish and maintain a contract register that tracks renewal dates, expiries, and re-tendering timelines. Monitor vendor compliance with contractual obligations and service-level agreements. Support negotiations to achieve favorable pricing, cost savings, and risk mitigation. Ensure timely renewals or competitive re-tendering to safeguard service continuity. Policy & Compliance Oversight Serve as CANES’ internal subject matter expert for procurement compliance. Enforce CANES’ F1 Purchasing & Delegation of Authority Policy, ensuring consistent application across departments. Ensure CANES’ practices are audit-ready, meeting requirements from the Ontario Health, Ministry of Health, and external auditors. Collaborate with Finance, Operations, and Legal to manage risks and address compliance concerns. Provide internal training and act as the first point of contact for procurement inquiries. Strategic Procurement Planning Work with leadership to identify cost‑saving opportunities, efficiencies, and improved vendor arrangements. Conduct market research and benchmarking to inform sourcing strategies. Support Finance in budget planning by forecasting vendor and procurement‑related costs. Stay informed on procurement innovations and public‑sector best practices to strengthen CANES’ competitive position. Finance & Administrative Support Align procurement activities with Accounts Payable processes, ensuring invoices are matched to approved purchase orders. Review and authorize payment packages in compliance with procurement policies. Maintain accurate, organized records of procurement and contract activities to support financial audits and annual reporting. Collaborate with Finance staff to provide information for year‑end and external audit processes. Qualifications Bachelor’s degree in Business Administration, Supply Chain Management, Finance, or related field (or equivalent experience). Professional procurement certification (e.g., SCMP, CPPB, SPSM) strongly preferred. 3–5 years of progressive experience in procurement, contract management, or supply chain (public sector or healthcare strongly preferred). Deep knowledge of BPS PD, BOBI, and public‑sector procurement compliance. Experience building and maintaining Vendor of Record arrangements. Strong negotiation and contract management skills. Demonstrated success in delivering cost savings and efficiencies. Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint). Familiarity with financial/ERP systems (QuickBooks, Business Central, AlayaCare, Dayforce, or ADP) considered an asset. Strong organizational, project management, and relationship management skills. Excellent written and verbal communication skills, with the ability to influence and advise stakeholders. High ethical standards, attention to detail, and commitment to compliance.
