General Purpose The Library is an extremely diverse and complex unit responsible for core functions vital to the entire University of Guelph community. The Manager, Library Human Resources and Administration is a human resources generalist who serves as the departmental expert responsible for all HR matters in a unit of approximately 85 full‑time staff across four employee groups, including librarians covered by UGFA. In addition, the Library hires more than 60 part‑time employees annually, many of whom are work‑study students. Reporting to the Director of Administrative Services, the Manager will possess a thorough understanding of the importance of strategic and collaborative HR practices and partnerships. Key Responsibilities Provide advice to the University Librarian, Associate University Librarians, team heads, and managers on HR‑related issues. Liaise with the University’s central HR department to ensure departmental compliance with new and changing University initiatives. Establish departmental standards in line with HR processes and practices. Provide collective‑agreement and policy interpretation to management and staff to ensure consistency with central HR. Respond to departmental issues that have an HR impact. Perform all aspects of talent acquisition. Create departmental HR‑related documents. Lead and carry out special projects. Manage the department’s payroll and associated entitlements. Oversee a staff of three responsible for recruitment, payroll, policy, and administration for the Library. Requirements Undergraduate degree in Human Resources (HR) or a related field and a CHRP or CHRM designation. Several years of progressive HR experience with increasing levels of responsibility (e.g., supervising staff, projects, HR salary and benefit management, performance management, and some budget experience). Experience working with HRMS and Finance Systems within higher education in a unionized environment. Preferred Qualifications Experience with University of Guelph HRMS and Finance systems and University of Guelph HR policies and procedures. Foundational knowledge and experience in inclusion, diversity, equity, and accessibility (IEDA) best practices within Human Resources.
