Works closely with the Controller, Director Financial Planning, and applicable financial staff for year-end and government reporting requirements. Job Summary The Financial Officer is the primary financial resource for the Facilities Management department and is accountable for processing, maintenance and analysis of capital projects and Facilities Management’s operating budgets. Responsibilities include preparing reports for provincial and federal grant agencies, creating financial reports and comparative models to evaluate actual performance against the college’s goals, analyzing information to meet reporting and audit/contractual requirements, and providing recommendations to management. The incumbent supports the Executive Director in developing multi‑year capital plans, project & operating budgets, and updates. Participates in budget review meetings and reports on Financial Planning. Performs trend analysis to predict expenditures, identify year‑end pressures/savings, develop multi‑year savings strategies, highlight investment opportunities, review external contractors, and manage expenditure categories. Responsibilities Project Budget Management Sets up new projects and closes completed projects on a timely basis, ensuring comprehensive records are maintained on project expenditures per Department filing protocols. Monitors projects daily, monitors monthly budget to actual reporting which includes budget adjustments, account code revisions, updates of purchase order commitments and change orders, coding project invoices, closing purchase orders and completing journal entries as required. Track changes, conduct variance analysis and prepare forecasts for budget review. Support FM Project Managers with financial management duties, including preparing or assisting with preparation of project documentation for external/internal project related parties (purchasing documentation, non‑compete forms, project financial reporting, etc.). Support the Executive Director and management team, as required, in multi‑year capital planning with analysis of financial implications, funding sources and impacts on deferred capital replacement and maintenance. Perform special project analysis and reporting as required by the Executive Director, Facilities Management, Controller or Director, Financial Planning. Departmental Budget Management Support annual budgeting process for the Facilities Management operating and capital budgets. Monitors and reconciles non‑salary budget accounts, ensuring comprehensive records are maintained per Department filing protocol and in conjunction with PeopleSoft Finance. Monitors, investigates and resolves budget issues related to the operating and capital budgets. Track changes, conduct variance analysis and prepare forecasts for budget review. Advise Executive Director and/or Managers of account problems, recommend solutions, expedite changes and ensure they are kept informed of budget status. Ensure operating and capital expenditures are properly recorded in the financial system and set up at the front end of the project. Ensure all revenue (Food Services/vending, Cable pulls, Theatre, etc.) and expenses are received and properly recorded. Work with FM staff to process journals/invoices for recovery of utilities costs for third‑party users (e.g., Daycare, Residence and Student Association, network data drops). Government Reporting Support the Facility Renewal Funding (FRP) related projects by creating requisitions for purchase orders, processing expenses, adjusting, allocating account numbers and project IDs. Prepare required reporting for Executive Director, Facilities Management and Controller for ministry reporting. Support projects receiving federal and/or provincial infrastructure funding, preparing required reporting per specific funding agreements and audit requirements. Year End Work with FM team in reviewing outstanding purchase orders and take appropriate action (e.g., close), following up on outstanding invoices. Review all projects and department operating transactions for accuracy, ensuring all expenditures are coded appropriately and complete journals/changes to correct anomalies/errors and reconcile as required. Data Tracking, Analysis and Reporting Support FM section team members (operations, projects and energy/sustainability) in research, data analysis and tracking to assist in reporting (legislative, external or internal), e.g., waste management, utility tracking, conservation demand management plan, net zero strategy tracking. Prepare information for benchmarking or other requested reports. Data Management Support Department Managers in creating, updating and maintaining any Department/Project records or databases (building information, financial records, leases, contracts). Provide support to the Executive Director and management team by working on special projects. Collect, source, compile and review information to produce spreadsheets, databases or statistical/narrative summaries for executive use. Assist Executive Director and Director Operations in implementing service‑level agreements for completion of non‑Facilities Management funded maintenance/work of equipment, including cost recovery as required. Qualifications Successfully completed a four‑year degree in accounting. ACAF or CPA designation considered an asset. Minimum of five years experience in accounting and project management, preferably in the public sector. Experience in construction and project management is an asset. Proven understanding of GAAP. Knowledge of PeopleSoft, Banner, Cognos is an asset. Demonstrated proficiency in statistical analysis and data reporting. Experience with advanced Excel, including developing complex spreadsheets, moving data between applications and developing complex queries and reports. Experience using technical and analytical skills, working with database design and functions, and using report writing tools; troubleshooting and resolving system problems. Self‑motivated, detail‑ and goal‑oriented individual capable of managing multiple priorities and organizing own work under time pressures and strict deadlines. Excellent communication, problem‑solving, time‑management and interpersonal skills; focus on providing exceptional customer service in a team environment to both technical and non‑technical staff.
