Carleton has received recognitions for excellence in health, sustainability and inclusion.Duties And ResponsibilitiesUnder the direction of the Manager(s), Procurement Services, the incumbent organizes, directs and executes procurement activities related to the acquisition of a variety of commodities and services, which may include capital projects and/or specialized scientific research equipment. Responsibilities include eliciting requirements from clients and project managers, conducting market research, exploring collaborative purchasing opportunities, and conducting a competitive and public process in compliance with relevant laws, directives, and policies to procure and establish contracts. The incumbent also investigates and proposes programs to improve procurement processes, strengthens vendor relationships and ensures integrity of the procurement process, achieving best value, savings, risk minimization, and project success. The role supports sustainability, equity, diversity and inclusion at Carleton University and maintains effective relationships with clients, stakeholders, decision-makers and vendors.QualificationsThe incumbent must possess the following qualifications:Thorough knowledge of procurement procedures and university policy; basic knowledge of contract law; understanding of ethical standards.Familiarity with product and service terminology for large and/or complex projects.Ability to use judgment and knowledge of university rules to develop and implement solutions.Experience interacting with a wide variety of professionals; confidence and professional demeanor in procurement communications.Awareness of market conditions, government regulations, and trends; ongoing professional development through procurement organizations and industry seminars.Maintain knowledge of developments related to Procurement Services, including legal precedents and tendering policies.Effective communication with vendors, department heads and researchers.Strong organizational and teamwork skills; ability to liaise with internal and external partners.Demonstrated financial and technical aptitude; attention to detail; initiative; sound judgment; good public relations skills.Ability to meet deadlines and handle confidential information appropriately.Education And ExperienceThe above is normally acquired through the following:Three-year post-secondary education in business administration, procurement or related field.Foundational courses in procurement certificate programs focusing on public procurement (e.g., UPPCC, NASPO, NIGP, OPBA).Minimum five (5) years of purchasing or procurement experience, preferably in a publicly-funded environment (e.g., university, college, government agency).AssetsCertification or active enrollment in a professional procurement program (e.g., CPPB, CPPO, CSCP).Other compliance-based work experience outside procurement.Experience with procurement or contract administration in construction or scientific research environments.HR NoteEquivalencies will be considered.
