What we seek:

OCHC is currently seeking a dedicated Manager, Community Development, to oversee the implementation and management of plans, frameworks, initiatives and activities that build tenant and community capacity to create and sustain healthy, safe, and inclusive communities within the area of responsibility. Under the guidance of the Vice President, Community and Tenant Support, the Manager, Community Development, will monitor, evaluate, and manage the operation of the assigned work unit, including managing financial resources, supervising the staff, and encouraging continuous improvement.

Manager, Community Development with OCHC:

Providing a safe and comfortable place for our tenants to call home is a main priority of our organization. As the Manager, Community Development, You will be an essential part of our objective by ensuring that our tenants are living in a safe, welcoming, and a healthy environment.

As a Manager, Community Development, some of the things you will do include:

  1. Oversee the planning, implementation and evaluation of groups, initiatives and activities which build tenant capacity and create and sustain healthy, safe and inclusive communities.
  2. Manage and oversee the development and implementation of frameworks and annual community action plans for addressing identified issues, opportunities and services gaps, and monitor, evaluate and report on outcomes.
  3. Ensure the integration of tenant perspectives and involvement in corporate initiatives and decision making and support other departments in engaging tenant communities.
  4. Facilitate the delivery of programs and initiatives by service agencies that support successful tenancies and healthy, safe and inclusive communities.
  5. Build and maintain collaborative relationships with internal stakeholders and community partner agencies and their decision-makers, exchanging information and coordinating on initiatives and in the delivery of services in OCH communities.
  6. Participate in multiagency partnerships at both the community and city-wide levels to ensure collaboration and the effective use of resources that support OCH communities.
  7. Work with tenants and staff to identify community safety and security issues and solutions.
  8. Contribute to the development of and ensure adherence to tenant engagement and community development models, policies and procedures.
  9. Coordinate and support the response to critical incidents and events and complex and sensitive situations that impact the health and wellbeing of communities.
  10. Seek out new opportunities to enhance the delivery of programs and services in communities.
  11. Manage the coordinated administration of various leases and agreements with community partners and agencies.
  12. Support the preparation of and manage assigned budgets, monitor expenditures, ensure the timely validation and approval of expenses, and ensure costs are controlled.
  13. Provide leadership and overall management of staff within areas of responsibility, including assigning, monitoring and evaluating work, setting work plans, priorities and expectations, coaching, developing and motivating staff, and ensuring effective service delivery.
  14. Manage the effective and efficient operation of areas of responsibility, monitoring and reporting on adherence to targets and performance indicators, and driving continuous improvement.
  15. Oversee the effective procurement and management of contractors, consultants and suppliers that support the delivery of services.
  16. Participate in management team meetings, departmental and corporate workgroups, committees and initiatives as identified.

    1. Completion of a university degree or college diploma in the social sciences or related field.
    2. A minimum of (5) five years of related experience, including experience managing staff.
    3. Experience planning and managing successful community development initiatives involving multiagency collaboration.
    4. Experience working in extremely dynamic environments and managing multiple and changing priorities.
    5. Experience working with vulnerable communities and populations with complex needs.
    6. Experience managing staff in a unionized environment is an asset.
    7. Experience working within the housing sector, or with the homeless sector is an asset.
    8. Knowledge of community resources and networks.
    9. Knowledge of community development practices, processes and frameworks.
    10. Knowledge of community capacity building and the use of an inclusion and diversity lens.
    11. Knowledge of partnership development.
    12. Maintains an understanding of OCH community needs, assets, resources and strengths.
    13. Knowledge of Word, Excel, PowerPoint, Outlook, database applications and other standard corporate software.
    14. Understanding of the diverse needs, abilities and social, economic, cultural and other factors present in OCH tenant communities.
    15. Understanding of the values, vision and mission of Ottawa Community Housing and a commitment to support those objectives.
    16. Must be familiar with all applicable statutory requirements, policies, procedures and guidelines relevant to area of work.
      1. Ability to work in a dynamic environment that requires flexibility and creativity, and to manage the resulting stressors.
      2. Ability to connect and work with marginalized individuals and understand their social and historical context.
      3. Able to apply social research methodology at the community level.
      4. Proficient in the use of information technology such as mobile devices and computer systems in the performance of work.
        1. Oral fluency and reading and writing abilities in English is required.
        2. Oral fluency and reading abilities in French is required.
        3. An ability to communicate in other languages commonly used by OCH tenants is an asset.
        4. Valid “G” driver’s license or equivalent and/or must have access to a vehicle.
        5. Must be available to work evenings and weekends.
